【摘要】:民國時期鄉(xiāng)村基礎(chǔ)教育的發(fā)展,是中國教育近現(xiàn)代進(jìn)程中最為濃墨重彩的構(gòu)成內(nèi)容,而關(guān)于民國時期鄉(xiāng)村基礎(chǔ)教育政策的研究,更是上承清末下啟新中國鄉(xiāng)村基礎(chǔ)教育政策構(gòu)成的關(guān)鍵性、重要性內(nèi)容;诿駠鴷r期鄉(xiāng)村基礎(chǔ)教育政策的環(huán)境透視、內(nèi)容闡釋、過程考察與價值意蘊(yùn)所進(jìn)行的整體性、系統(tǒng)性探討與分析,共同構(gòu)建了民國時期鄉(xiāng)村基礎(chǔ)教育政策體系的全貌,這對于具體學(xué)習(xí)、科學(xué)論述、以及繼續(xù)研究民國時期的基礎(chǔ)教育、鄉(xiāng)村基礎(chǔ)教育與鄉(xiāng)村基礎(chǔ)教育政策,極具有跬步千里的學(xué)術(shù)價值。本論文綜合運用多種研究方法,結(jié)合教育學(xué)、政策學(xué)等相關(guān)理論,共分為六部分(引論及主體五章),試圖從環(huán)境、內(nèi)容、過程和價值四方面對民國時期鄉(xiāng)村基礎(chǔ)教育政策進(jìn)行深度系統(tǒng)的研究。具體如下:引論部分旨在對相關(guān)概念界定與文獻(xiàn)綜述的基礎(chǔ)上,論證民國時期鄉(xiāng)村基礎(chǔ)教育政策研究的重要學(xué)術(shù)價值與研究意義。第一章主要論述了民國時期鄉(xiāng)村基礎(chǔ)教育政策制定與頒行的國內(nèi)外政治、經(jīng)濟(jì)與教育環(huán)境,并詳盡透視了可供借鑒的日本、美國鄉(xiāng)村基礎(chǔ)教育發(fā)展和可作基源的清末基礎(chǔ)教育政策的發(fā)展。第二章和第三章主要以民國政府及其教育等部門所頒行的直接或間接的關(guān)于鄉(xiāng)村基礎(chǔ)教育發(fā)展的政策文件為切入點,撥云見日,系統(tǒng)闡釋了鄉(xiāng)村教育政策在教育行政體系劃定、義務(wù)教育規(guī)劃籌定、教育經(jīng)費管理制定、課程實施規(guī)范訂定、教職員與學(xué)生政策擬定和私塾改良辦法頒定共六方面的主要內(nèi)容,進(jìn)而具體在鄉(xiāng)村教育行政體系沿革,義務(wù)教育年限要求、學(xué)校及學(xué)級設(shè)置、設(shè)學(xué)方法選擇、發(fā)展進(jìn)程設(shè)計,教育經(jīng)費籌集與支配,教科書審查、課程科目及教授時數(shù)設(shè)置,教師管理、校長任用與學(xué)生規(guī)范,以及私塾改良過程與內(nèi)容等已有政策文本史料佐證的前提下力求清晰、明確的構(gòu)建民國時期鄉(xiāng)村基礎(chǔ)教育政策的全部內(nèi)容。第四章全面考察了民國時期鄉(xiāng)村基礎(chǔ)教育政策的決策過程與執(zhí)行過程。即一方面通過對全國教育會議、教育行政會議、學(xué)制會議以及戰(zhàn)時其他各種教育會議等各類教育會議中,若干基礎(chǔ)教育的提案決議及其后相關(guān)政策內(nèi)容的確定與頒行詳情等,充分審思了鄉(xiāng)村基礎(chǔ)教育政策的決議與制定過程;另一方面,通過對全國及鄉(xiāng)村基礎(chǔ)教育實施與發(fā)展過程中,其體現(xiàn)在學(xué)校、教職員、學(xué)生、教育經(jīng)費、義務(wù)教育、私塾改良等方面的數(shù)量變化與發(fā)展趨勢分析,全面歸結(jié)了鄉(xiāng)村基礎(chǔ)教育政策的執(zhí)行與實施過程。第五章主要由教育政策的價值鏡像和教育政策主體的價值博弈兩部分構(gòu)成,一方面從深受政權(quán)更替與戰(zhàn)事變化影響、重視義務(wù)教育發(fā)展、兼顧國際化與本土化、漸趨規(guī)范化與法治化四個方面進(jìn)行教育政策客體價值的概括總結(jié),另一方面則從教育政策決策主體與教育政策執(zhí)行主體兩方面進(jìn)行主體價值的細(xì)致分析,通過對政府的教育意圖、教育者的理想與鄉(xiāng)村的現(xiàn)實需求、鄉(xiāng)民的教育訴求進(jìn)行對比博弈,從而全面展現(xiàn)決策主體與執(zhí)行主體的價值溝壑,進(jìn)一步揭示鄉(xiāng)紳、鄉(xiāng)民與鄉(xiāng)村基礎(chǔ)教育發(fā)展的沖突,找尋鄉(xiāng)村學(xué)校與私塾矛盾的深層原因,進(jìn)而挖掘我國近代鄉(xiāng)村社會危機(jī)的教育根源。
