水資源約束下喀什地區(qū)城鎮(zhèn)化進程發(fā)展研究

【摘要】:隨著全球人口的不斷增長,以及社會的不斷發(fā)展,人們對水資源的需求也越來越大,這就不斷加大了水資源供給和需求之間的矛盾。針對這一現(xiàn)狀,我國也從戰(zhàn)略上將水資源的可持續(xù)利用作為我國社會經(jīng)濟發(fā)展中的重要工作,要以提高用水效率為核心,以節(jié)水為重中之重不斷改進水資源的利用方式,創(chuàng)建節(jié)水型社會。喀什地區(qū)擁有喀什噶爾和葉爾羌河兩大著名綠洲,這在一定程度上得益于高山上的冰雪融水。喀什地區(qū)由于地形的特殊,其海拔差異也較大,城區(qū)的平均海拔為1289米。隨著喀什城市化進程的加快,城鎮(zhèn)在用水需求和供給方面面臨著越來越突出的矛盾,越來越高的用水成本和嚴(yán)峻的水資源現(xiàn)狀,成為喀什地區(qū)社會經(jīng)濟發(fā)展的阻力。本文按照前人水資源與城鎮(zhèn)化發(fā)展的相互作用研究的成果和提出的理論基礎(chǔ),構(gòu)建了喀什地區(qū)城鎮(zhèn)化發(fā)展現(xiàn)狀的綜合評價指標(biāo)體系,分析了喀什地區(qū)城鎮(zhèn)化發(fā)展特征。分析結(jié)果表明喀什地區(qū)城鎮(zhèn)化水平綜合發(fā)展最高的是喀什市,而全區(qū)內(nèi)整體的城鎮(zhèn)化水平比較低,高水平的城鎮(zhèn)數(shù)量也較少,未來喀什地區(qū)城鎮(zhèn)化水平待提高,與此同時,在喀什地區(qū)水資源現(xiàn)狀研究的基礎(chǔ)上,水資源的利用對城鎮(zhèn)化發(fā)展的影響關(guān)系進行量化,構(gòu)建了喀什地區(qū)水資源承載能力的綜合評價體系,通過各指標(biāo)量化分析,得出了水資源承載能力的綜合評分,結(jié)果顯示:喀什地區(qū)各城鎮(zhèn)的水資源承載能力綜合水平整體上都偏低,而且出現(xiàn)了下降趨向,其承載力水平的空間差異很明顯,喀什地區(qū)產(chǎn)業(yè)與用水結(jié)構(gòu)式影響喀什地區(qū)水資源承載力水平的主要因子,制約著城鎮(zhèn)化與水資源承載力的發(fā)展,同時減少水利設(shè)施建設(shè)的投資,也影響到水資源承載力水平的提高。在分析喀什地區(qū)城鎮(zhèn)化水平,水資源承載力與影響因子的基礎(chǔ)上,研究了水資源對喀什地區(qū)城鎮(zhèn)規(guī)模,產(chǎn)業(yè)結(jié)構(gòu)的影響,并提出了喀什地區(qū)水資源利用存在的問題,以實現(xiàn)水資源的合理利用與城市的健康發(fā)展指出相應(yīng)的節(jié)水型,科技型,保護生態(tài)型發(fā)展對策。
[Abstract]:With the continuous growth of global population and the development of society, the demand for water resources is also increasing, which increases the contradiction between the supply and demand of water resources. In view of this situation, our country also strategically regards the sustainable utilization of water resources as an important work in the social and economic development of our country. We should take improving the efficiency of water use as the core and water saving as the most important thing to continuously improve the mode of utilization of water resources. Create a water-saving society. Kashgar region has two famous oases, Kashgar and Yerqiang, which is partly due to the melting water on high mountains. Kashi area because of the special terrain, its altitude difference is also big, the average elevation of urban area is 1289 meters. With the acceleration of urbanization in Kashi, towns are facing more and more prominent contradictions in water demand and supply. The higher water cost and the severe water resources become the resistance to the social and economic development in Kashgar. According to the results of the previous research on the interaction between water resources and urbanization development and the theoretical basis, this paper constructs a comprehensive evaluation index system for the present situation of urbanization in Kashi region, and analyzes the characteristics of urbanization development in Kashi region. The results show that the comprehensive development of urbanization level in Kashi is the highest in Kashi, while the overall urbanization level in the whole area is relatively low, the number of high level towns is also relatively small, and the urbanization level of Kashi region needs to be improved in the future, at the same time, On the basis of the research on the present situation of water resources in Kashi area, the influence of water resources utilization on urbanization development is quantified, and the comprehensive evaluation system of water resources carrying capacity in Kashi region is constructed, and the quantitative analysis of each index is carried out. The comprehensive score of water resources carrying capacity is obtained. The results show that the comprehensive level of water resources carrying capacity is on the whole low in Kashi area, and it has a downward trend, and the spatial difference of carrying capacity level is very obvious. The main factors that influence the level of water resources carrying capacity in Kashi region by industry and water use structure are restricting the development of urbanization and water resources carrying capacity, while reducing the investment of water conservancy facilities. It also affects the improvement of water resources carrying capacity. Based on the analysis of urbanization level, carrying capacity of water resources and influencing factors in Kashi area, this paper studies the influence of water resources on the scale and industrial structure of towns in Kashi area, and puts forward the problems existing in the utilization of water resources in Kashi area. In order to realize the rational utilization of water resources and the healthy development of the city, the corresponding development countermeasures of water saving, science and technology and ecological protection are pointed out.
