成都市政府購(gòu)買(mǎi)社會(huì)組織公共服務(wù)問(wèn)題研究

【摘要】:我國(guó)政府購(gòu)買(mǎi)社會(huì)組織公共服務(wù)是在國(guó)際、國(guó)內(nèi)兩大因素綜合作用下發(fā)生的,是政府主動(dòng)學(xué)習(xí)的結(jié)果,是改革開(kāi)放政策指導(dǎo)下的結(jié)晶。一方面隨著以市場(chǎng)經(jīng)濟(jì)為主導(dǎo)的經(jīng)濟(jì)社會(huì)不斷的發(fā)展,人們對(duì)相應(yīng)的公共服務(wù)需求具有差異性和多樣性的情況越來(lái)越明顯。另一方面隨著經(jīng)濟(jì)全球化的速度日益加快,政府之中的社會(huì)管理方面的職能也在潛移默化的發(fā)生改變。當(dāng)前,我國(guó)處于深化改革的新機(jī)遇期,構(gòu)建和發(fā)展社會(huì)組織,積極發(fā)揮社會(huì)組織作用,已成為轉(zhuǎn)變政府職能、促進(jìn)經(jīng)濟(jì)社會(huì)發(fā)展越來(lái)越重要的方面。中國(guó)共產(chǎn)黨第十八屆中央委員會(huì)第三次全體會(huì)議通過(guò)《中共中央關(guān)于全面深化改革若干重大問(wèn)題的決定》明確提出,“適合由社會(huì)組織提供的公共服務(wù)和解決的事項(xiàng),交由社會(huì)組織承擔(dān)”,這為轉(zhuǎn)變政府職能和公共服務(wù)方式明確了方向,也給社會(huì)組織發(fā)展帶來(lái)了新的契機(jī)。政府向社會(huì)組織購(gòu)買(mǎi)公共服務(wù)是當(dāng)前我國(guó)政府提供公共服務(wù)的新模式。我國(guó)政府公共服務(wù)供給低效和社會(huì)公共服務(wù)需求不斷增長(zhǎng)的矛盾日趨激烈,同時(shí)社會(huì)組織不斷發(fā)展和完善,這使得政府向社會(huì)組織購(gòu)買(mǎi)公共服務(wù)成為我國(guó)公共服務(wù)發(fā)展的必然選擇。 隨著經(jīng)濟(jì)社會(huì)的迅猛發(fā)展,成都市社會(huì)組織的發(fā)展也很快,社會(huì)組織數(shù)于2012年9月已列全國(guó)副省級(jí)城市第一位,且涉及的領(lǐng)域也不斷擴(kuò)充,在政治、經(jīng)濟(jì)、文化、教育、科技等各個(gè)領(lǐng)域發(fā)揮著重要作用,并在承接政府職能轉(zhuǎn)移、建立新的社會(huì)管理體制方面也發(fā)揮著不容忽視的作用。但與當(dāng)前社會(huì)建設(shè)發(fā)展的需要相比,社會(huì)組織自身承接公共服務(wù)的能力還有待大幅提高,政府進(jìn)行公共服務(wù)購(gòu)買(mǎi)的程序也有待優(yōu)化。本文首先通過(guò)分析成都市政府向社會(huì)組織購(gòu)買(mǎi)公共服務(wù)實(shí)踐中的特點(diǎn),從政策制度、購(gòu)買(mǎi)內(nèi)容和具體做法等方面進(jìn)行總結(jié),梳理成都市購(gòu)買(mǎi)社會(huì)組織公共服務(wù)的主要方式,探索并研究成都市政府購(gòu)買(mǎi)社會(huì)組織公共服務(wù)實(shí)踐中的問(wèn)題,然后通過(guò)結(jié)合成都市經(jīng)濟(jì)社會(huì)發(fā)展的實(shí)際情況,提出購(gòu)買(mǎi)社會(huì)組織公共服務(wù)實(shí)踐中問(wèn)題的相應(yīng)對(duì)策建議。
[Abstract]:Our government's purchase of public services of social organizations occurs under the combined action of international and domestic factors. It is the result of active learning by the government and the crystallization of the policy of reform and opening up. On the one hand, with the development of market economy and society, it is more and more obvious that the demand for public service is different and diverse. On the other hand, with the increasing speed of economic globalization, the functions of social management in the government are also changing imperceptibly. At present, our country is in the new opportunity period of deepening the reform. Constructing and developing the social organization and giving full play to the role of the social organization have become the more and more important aspect of transforming the government function and promoting the economic and social development. The third Plenary session of the 18th Central Committee of the Communist Party of China adopted the decision of the CPC Central Committee on the Comprehensive deepening of Reform, which clearly states that "matters suitable for public services and solutions provided by social organizations," The transfer of social organization to social organization has made clear the direction of the transformation of government function and public service mode, and has also brought a new opportunity to the development of social organization. Government purchasing public services from social organizations is a new mode for our government to provide public services. The contradiction between the inefficient supply of government public services and the increasing demand for social public services is becoming increasingly fierce, while the social organizations continue to develop and improve. This makes it an inevitable choice for the government to purchase public services from social organizations. With the rapid development of economy and society, the social organization of Chengdu has also developed rapidly. In September 2012, the number of social organizations has been ranked first in the country's sub-provincial cities, and the fields involved have been continuously expanded, in politics, economy, culture, and education. Science and technology and other fields play an important role in undertaking the transfer of government functions, the establishment of a new social management system also plays a role that can not be ignored. However, compared with the needs of the current social construction and development, the ability of social organizations to undertake public services has yet to be greatly improved, and the procedures for the purchase of public services by the government need to be optimized. This paper firstly analyzes the characteristics of Chengdu municipal government in the practice of purchasing public services from social organizations, summarizes the policy system, purchase content and specific practices, and combs the main ways of purchasing public services of social organizations in Chengdu. This paper explores and studies the problems in the practice of purchasing public services of social organizations by Chengdu Municipal Government, and then puts forward corresponding countermeasures and suggestions on the problems in the practice of purchasing public services of social organizations by combining the actual situation of economic and social development in Chengdu.
