廣東省加油站開發(fā)項目管理研究

【摘要】:縱覽全球,世界經(jīng)濟快速迅猛的發(fā)展,伴隨著國際石油價格的節(jié)節(jié)攀升,阿聯(lián)酋、日本、印度、俄羅斯等國家都在建設(shè)自己的原油市場,以期爭取更多的價格話語權(quán),在如此復(fù)雜錯綜的國際形勢之下,隨著經(jīng)濟的開放發(fā)展,世界知名石油企業(yè)品牌開始陸續(xù)入駐,我國的成品油市場開始正式的引入競爭。石油,無論對于哪一個國家來說,都是政治經(jīng)濟軍事命脈,都是被國家嚴格掌控,所以在這種形式之下,成品油企業(yè)在成品油市場尚處于市場競爭主體地位,面對越來越復(fù)雜的石油市場,成品油銷售企業(yè)如何在激烈競爭中持續(xù)發(fā)展,成為新的課題。加油站,作為零售的最終端,一直是利潤和預(yù)客戶直接溝通的最直觀的體現(xiàn),也是公司盈利的主要渠道。在重要性的角度來說,加油站是重中之重,加油站項目開發(fā)的成敗可以直接決定一個成品油銷售企業(yè)在市場的占有率、盈利程度等,而這些指標嚴重的制約著一個企業(yè)的生存和發(fā)展。但是,加油站開發(fā)項目有其局限性,首先,通常資金的投入量都非常巨大,其次因為市場競爭制約,所以投資的周期都很長,而且因為項目的特殊性,項目可能涉及的領(lǐng)域都很寬。并受到國家經(jīng)濟、土地等調(diào)控政策影響。所以,在加油站項目中,,需要應(yīng)用到大量的項目風險管理知識,在我國,項目風險管理都尚處于起步階段,對于加油站開發(fā)項目的風險管理能力和研究都相對欠缺,使之在風險管理方面一直處于一個比較薄弱的地位,這種薄弱,給依托加油站這種銷售終端的銷售企業(yè)帶來了很大的風險。所以,用一些可行的方法來綜合提高加油站開發(fā)項目的風險管理就顯得極為迫切。在本文中,依托加油站項目開發(fā)的實地案例,有側(cè)重的對于加油站開發(fā)項目的風險進行識別,并進行識別后的評估、應(yīng)對及監(jiān)控。從項目的決策階段開始,到進入施工的準備階段、建設(shè)階段再到最后的項目運行,力求以較為全面的角度,進行風險識別。并且特別針對加油站項目的開發(fā)特點,對風險的識別、評估、應(yīng)對、監(jiān)控方面做出歸納總結(jié)。并且以B加油站作為案例,從理論和實際相結(jié)合的角度,進行了項目風險的應(yīng)對性分析,力求為項目涉及的企業(yè)和人員提供行之有效的方法和思路。
[Abstract]:With the rapid and rapid development of the world economy and the rising international oil prices, countries such as the United Arab Emirates, Japan, India, Russia and other countries are building their own crude oil markets in order to gain more price voice. In such a complicated international situation, with the opening up of the economy, the world famous oil enterprise brands began to come in one after another, and China's refined oil market began to formally introduce competition. For any country, oil is the lifeblood of politics, economy, and military affairs, and is strictly controlled by the state. Therefore, under this form, oil products enterprises are still in the dominant position of market competition in the oil products market. In the face of more and more complex oil market, how to develop continuously in the fierce competition has become a new subject. Gas station, as the final end of retail, has been the most direct expression of profit and customer direct communication, and also the main channel of company profit. In terms of importance, gas stations are the top priority. Success or failure in the development of gas station projects can directly determine the market share and profitability of a finished oil sales enterprise. These indicators seriously restrict the survival and development of an enterprise. However, gas station development projects have their limitations. Firstly, the amount of capital input is very large. Secondly, because of market competition constraints, the investment cycle is very long, and because of the particularity of the project, The scope of the project is wide. And by the national economy, land and other regulatory policies. Therefore, in the gas station project, need to apply a lot of project risk management knowledge, in our country, the project risk management is still in the initial stage, for the gas station development project risk management ability and research are relatively lacking. So that it has been in a relatively weak position in risk management, this weakness, to rely on the gas station sales terminal sales enterprises brought a great deal of risk. Therefore, it is urgent to improve the risk management of gas station development project by some feasible methods. In this paper, based on the field case of gas station project development, the risk of gas station development project is identified, and the evaluation, response and monitoring are carried out. From the decision stage of the project to the preparation stage of construction, the construction phase and the final operation of the project, the author tries to identify the risks from a more comprehensive point of view. And especially for the development characteristics of gas station projects, risk identification, assessment, response, monitoring and summary. And taking B gas station as a case, from the angle of combining theory and practice, this paper analyzes the coping ability of the project risk, and tries to provide effective methods and ideas for the enterprises and personnel involved in the project.
