【摘要】：城市作為人口集聚和政治、經(jīng)濟(jì)、文化中心,在區(qū)域和國(guó)家發(fā)展中發(fā)揮著重要作用。城市效率體現(xiàn)了城市運(yùn)行的成本和合理化程度,城市效率的高低對(duì)城市未來(lái)的發(fā)展起著重要的作用。然而傳統(tǒng)城市效率評(píng)價(jià)并沒(méi)有考慮能源環(huán)境因素對(duì)城市效率的影響,為此本文以安徽省城市為考察對(duì)象,在考慮環(huán)境社會(huì)支付意愿和能源消費(fèi)水平的情況下,對(duì)傳統(tǒng)城市效率評(píng)價(jià)方法進(jìn)行改進(jìn),構(gòu)建了考慮能源環(huán)境情況下的城市效率評(píng)價(jià)方法,對(duì)安徽省城市效率進(jìn)行了綜合評(píng)價(jià)分析,并基于安徽省“十二五”城市規(guī)劃目標(biāo),對(duì)安徽省城市效率進(jìn)行預(yù)測(cè)分析。 研究結(jié)果表明：(1)在考慮能源環(huán)境影響情況下,安徽省社會(huì)支付意愿低于全國(guó)平均水平,主要原因是安徽省污染物引起的邊際環(huán)境損害低于全國(guó)平均水平；(2)在考慮能源環(huán)境影響情況下,安徽省城市效率較未考慮能源環(huán)境影響時(shí)有所提高,主要得益于安徽省城市規(guī)模效率的提高；(3)在考慮能源環(huán)境影響情況下,城市全要素生產(chǎn)率較未考慮能源環(huán)境影響時(shí)呈增減不穩(wěn)定的變化趨勢(shì),但總體呈上升趨勢(shì),其中技術(shù)進(jìn)步的變動(dòng)是全要素生產(chǎn)率變化的主要因素。(4)根據(jù)安徽省“十二五”城市規(guī)劃目標(biāo),本文預(yù)測(cè)未來(lái)幾年安徽省城市效率總體狀況將有所改善,主要是由于純技術(shù)效率和規(guī)模效率共同影響的結(jié)果,但部分城市存在著粗放經(jīng)濟(jì)、投入不合理,技術(shù)水平低下、技術(shù)創(chuàng)新不夠和城市監(jiān)督管理力度不強(qiáng)等問(wèn)題。
[Abstract]:As a population agglomeration and political, economic and cultural center, cities play an important role in regional and national development. Urban efficiency reflects the cost and rationalization of urban operation, and the level of urban efficiency plays an important role in the future development of the city. However, the traditional urban efficiency evaluation does not consider the impact of energy and environmental factors on urban efficiency. Therefore, this paper takes the cities of Anhui Province as the object of investigation, considering the willingness of environmental society to pay and the level of energy consumption. This paper improves the traditional urban efficiency evaluation method, constructs the urban efficiency evaluation method considering the situation of energy and environment, and analyzes the urban efficiency in Anhui province, and based on the urban planning goal of the 12th Five-Year Plan of Anhui Province, The urban efficiency of Anhui Province is predicted and analyzed. The results show that: (1) considering the influence of energy and environment, the social willingness to pay in Anhui Province is lower than the national average level, the main reason is that the marginal environmental damage caused by pollutants in Anhui Province is lower than the national average level; (2) considering the influence of energy and environment, the urban efficiency of Anhui Province is higher than that of the city without energy environment, which is mainly due to the improvement of urban scale efficiency in Anhui Province; (3) under the circumstance of considering the energy environment, the total factor productivity of the city has the tendency of increasing or decreasing unsteadily, but the total factor productivity of the city is on the rise as a whole, and the total factor productivity of the city is higher than that of the energy environment. Among them, the change of technology progress is the main factor of the change of total factor productivity. (4) according to the urban planning target of the 12th Five-Year Plan of Anhui Province, this paper predicts that the overall situation of urban efficiency in Anhui Province will be improved in the next few years. It is mainly due to the effect of pure technical efficiency and scale efficiency, but there are some problems in some cities such as extensive economy, unreasonable investment, low technical level, insufficient technological innovation and weak urban supervision and management.
