【摘要】：隨著電信市場(chǎng)的對(duì)外開(kāi)放程度越來(lái)越高以及市場(chǎng)管制的放松,電信業(yè)務(wù)得以飛速的發(fā)展,競(jìng)爭(zhēng)的主體格局不斷的變化,各大運(yùn)營(yíng)商之間的競(jìng)爭(zhēng)越來(lái)越激烈。隨著虛擬運(yùn)營(yíng)商牌照的發(fā)放,越來(lái)越多的虛擬運(yùn)營(yíng)商的加入,整個(gè)電信市場(chǎng)由之前的“三國(guó)大戰(zhàn)”演變?yōu)椤叭盒鄹顡?jù)”。虛擬運(yùn)營(yíng)商利用本身技術(shù)能力或者市場(chǎng)能力,通過(guò)租賃和使用傳統(tǒng)運(yùn)營(yíng)商的網(wǎng)絡(luò),拋棄了極其復(fù)雜的基礎(chǔ)網(wǎng)絡(luò)建設(shè)的過(guò)程,極大的降低了建設(shè)和運(yùn)營(yíng)的成本。這些新業(yè)務(wù)更加依賴一個(gè)優(yōu)秀的BOSS系統(tǒng),如何打造一個(gè)完美的BOSS系統(tǒng),對(duì)于各大運(yùn)營(yíng)商來(lái)說(shuō),不僅是在目前,在長(zhǎng)期來(lái)說(shuō)也是非常重要的一項(xiàng)工作。早期設(shè)計(jì)和建立的BOSS系統(tǒng)無(wú)法很好的應(yīng)對(duì)這些變化,在市場(chǎng)的競(jìng)爭(zhēng)中的劣勢(shì)更加明顯,制約了企業(yè)的進(jìn)一步發(fā)展和服務(wù)的提升,使得電信運(yùn)營(yíng)商不得不持續(xù)性的對(duì)BOSS系統(tǒng)進(jìn)行升級(jí)。BOSS系統(tǒng)升級(jí)的目標(biāo)是最終實(shí)現(xiàn)“三個(gè)特征、兩個(gè)能力、一個(gè)綜合”:“三個(gè)特征”即以能提供“個(gè)性化、社會(huì)化、信息化”服務(wù)為重要特征;“兩個(gè)能力”即具有“滿足未來(lái)業(yè)務(wù)發(fā)展需要”、“滿足實(shí)時(shí)處理”的能力;“一個(gè)綜合”即提供一個(gè)綜合性的業(yè)務(wù)處理平臺(tái)。國(guó)內(nèi)的電信企業(yè)長(zhǎng)期保持國(guó)有企業(yè)的管理風(fēng)格,在最近十多年才開(kāi)始逐漸引入項(xiàng)目管理的方式,在項(xiàng)目管理方面是相對(duì)落后的。由于項(xiàng)目管理實(shí)踐較晚,并且缺乏經(jīng)驗(yàn),同時(shí)電信企業(yè)作為共和國(guó)長(zhǎng)子長(zhǎng)期以來(lái)所形成的企業(yè)管理思維難以轉(zhuǎn)變,導(dǎo)致項(xiàng)目管理的難以起到期望的效果,項(xiàng)目管理就像是“種于淮北的枳”,出現(xiàn)了嚴(yán)重的“水土不服”,特別是在時(shí)間進(jìn)度管理方面,項(xiàng)目的進(jìn)度經(jīng)常出現(xiàn)嚴(yán)重的偏差。本文以W公司BOSS系統(tǒng)升級(jí)項(xiàng)目為背景,運(yùn)用關(guān)鍵路徑法、掙值分析法等項(xiàng)目管理工具,與W公司BOSS系統(tǒng)升級(jí)整改項(xiàng)目過(guò)程進(jìn)行緊密的結(jié)合,并展開(kāi)應(yīng)用的研究,分析和探索我國(guó)電信運(yùn)營(yíng)商企業(yè)BOSS系統(tǒng)開(kāi)發(fā)以及升級(jí)項(xiàng)目的管理運(yùn)行方式。通過(guò)總結(jié)W公司BOSS系統(tǒng)升級(jí)項(xiàng)目的成功經(jīng)驗(yàn)與總結(jié)并分析本文研究的不足,對(duì)我們國(guó)家電信虛擬運(yùn)營(yíng)商企業(yè)的升級(jí)項(xiàng)目管理有較大的參考和借鑒意義。
[Abstract]:With the opening of telecom market to the outside world and the relaxation of market control, telecommunication business has developed rapidly, the main body of competition has been changing constantly, and the competition among major operators is becoming more and more fierce. With the issuance of license plates for virtual operators and the increasing number of virtual operators, the entire telecommunications market has evolved from a "war of three countries" to a "separation of men and women". By leasing and using the network of traditional operators, virtual operators abandon the extremely complex process of basic network construction and greatly reduce the cost of construction and operation. These new services rely more on an excellent BOSS system, how to build a perfect BOSS system, not only in the present, but also in the long run is a very important job for major operators. The early design and establishment of BOSS system can not cope with these changes, the disadvantages in the market competition is more obvious, which restricts the further development of enterprises and the promotion of services. The goal of BOSS system upgrade is to realize "three characteristics, two capabilities, one synthesis": "three characteristics" to provide "individuation, socialization," Information "service is an important feature;" "two capabilities" is the ability to "meet future business development needs" and "meet real-time processing"; "one synthesis" is to provide an integrated business processing platform. Domestic telecom enterprises have maintained the management style of state-owned enterprises for a long time. In the last ten years, they have gradually introduced the mode of project management, which is relatively backward in project management. Due to the late practice of project management and the lack of experience, it is difficult to change the thinking of enterprise management formed by telecom enterprises as the eldest son of the Republic for a long time, resulting in the project management difficult to play the desired effect. The project management is like "the trifoliate orange planted in Huaibei", and there is a serious "water and earth resistance", especially in the aspect of time schedule management, the progress of the project often appears serious deviation. Based on the BOSS system upgrade project of W Company, this paper uses the key path method, earned value analysis and other project management tools to closely combine with the W Company BOSS system upgrade and rectification project process, and carry out the application research. This paper analyzes and explores the management and operation mode of BOSS system development and upgrade project for telecom operators in China. By summing up the successful experience of W Company's BOSS system upgrade project and analyzing the deficiency of this paper, it is of great reference and reference significance for the upgrading project management of our national telecom virtual operator enterprise.
