【摘要】：進入本世紀以來，隨著計算機和互聯網技術的普及，軟件和信息服務業(yè)有一次步入了高速發(fā)展期，其所帶來的社會和經濟效益令世人矚目，成為世界各國優(yōu)先發(fā)展的重點產業(yè)。北京作為全國的政治、文化中心，在發(fā)展軟件和信息服務業(yè)方面起步很早同時在經濟發(fā)展水平、基礎設施、文化氛圍上在全國范圍內都具有獨特的優(yōu)勢。近年來，北京軟件和信息服務業(yè)均保持了20%以上的增速，可謂發(fā)展迅速，并成為推動北京經濟發(fā)展的重要力量。當下，全球軟件和信息服務業(yè)正處在轉型階段，新技術和新商業(yè)模式不斷涌現，機遇與挑戰(zhàn)共存。因此有必要對北京軟件和信息服務業(yè)的發(fā)展情況進行科學的梳理和評價，從而更準確的了解北京軟件和信息服務業(yè)的境況，為產業(yè)轉型升級邁向更高發(fā)展階段明確方向。 目前關于軟件和信息服務業(yè)或信息服務的研究數量不少，但從產業(yè)發(fā)展模式的角度進行研究的相對較少。因此本文選擇從發(fā)展模式角度對北京軟件和信息服務業(yè)發(fā)展現狀進行評價。首先介紹了產業(yè)發(fā)展模式的由低到高的三大類型：要素推動型、投資推動型、創(chuàng)新推動型，以及世界典型的軟件和信息服務業(yè)發(fā)展模式。其后分析了北京軟件和信息服務業(yè)目前的發(fā)展情況，進行了縱向的比較。然后通過對3類影響因素的挑選，列出3組共9個指標，并用主成份分析法對全國12個軟件和信息服務業(yè)重點城市的初始數據進行了處理，進行了橫向比較，得出了北京與各城市的評價得分，，認為北京在12個城市中排名第二，落后于深圳市。結合計量分析的結果以及北京軟件和信息服務業(yè)發(fā)展現狀與世界主要軟件和信息服務業(yè)國家發(fā)展模式的比較，認為北京軟件和信息服務業(yè)處于要素推動和投資推動的混合發(fā)展模式階段。最后通過結果分析，給出了北京軟件和信息服務業(yè)發(fā)展模式優(yōu)化的對策建議。
[Abstract]:Since the beginning of this century, with the popularization of computer and Internet technology, the software and information service industry has stepped into a period of rapid development. The social and economic benefits brought by it have attracted the attention of the world and become the priority industries in the world. As the political and cultural center of the whole country, Beijing has its own unique advantages in the development of software and information service industry, as well as in the level of economic development, infrastructure and cultural atmosphere. In recent years, Beijing software and information services have maintained a growth rate of more than 20 percent, which can be described as a rapid development, and has become an important force to promote the economic development of Beijing. At present, the global software and information services are in a transition phase, new technologies and new business models are emerging, opportunities and challenges coexist. Therefore, it is necessary to sort out and evaluate the development of Beijing software and information service industry scientifically, so as to understand the situation of Beijing software and information service industry more accurately, and to make clear the direction for the industrial transformation and upgrading to a higher development stage. At present, there are a lot of researches on software and information service or information service, but relatively few researches are carried out from the perspective of industrial development model. Therefore, this paper evaluates the development status of Beijing software and information service industry from the perspective of development model. Firstly, the paper introduces three types of industrial development model from low to high: factor push, investment push, innovation push, and the typical software and information service development model in the world. Then it analyzes the current development of Beijing software and information services, and makes a vertical comparison. Then, through the selection of three kinds of influencing factors, three groups of 9 indexes are listed, and the initial data of 12 key cities of software and information service industry in China are processed by principal component analysis, and the horizontal comparison is made. The results show that Beijing ranks second among 12 cities and lags behind Shenzhen. Combined with the results of econometric analysis and the comparison of the development status of Beijing software and information services with the major software and information service countries in the world, It is considered that Beijing software and information service industry is in the mixed development mode of factor promotion and investment promotion. Finally, through the analysis of the results, the countermeasures and suggestions for optimizing the development mode of Beijing software and information service industry are given.
