【摘要】：土地是最基本的生產(chǎn)資料，是生產(chǎn)勞動的基本物質(zhì)載體。土地利用規(guī)劃是在可持續(xù)發(fā)展觀理論指導(dǎo)下，根據(jù)規(guī)劃區(qū)域的經(jīng)濟、社會發(fā)展條件，由政府相關(guān)職能部門組織，多方利益群體代表參與，在時間和空間維度上，對土地開發(fā)、利用、整治、保護等活動做的戰(zhàn)略性規(guī)劃和安排。土地利用規(guī)劃制定中的公民參與，符合社會主義民主的根本要義。公民參與土地利用規(guī)劃的制定，一方面對公民參與意識、參政能力是良好的鍛煉和提升；另一方面也有利于在規(guī)劃制定中，兼顧各方群體利益訴求，在不斷交流溝通中實現(xiàn)規(guī)劃制定的科學(xué)性、合理性。 本文通過對國內(nèi)外公民參與公共政策、公民參與土地利用規(guī)劃相關(guān)研究進行搜集、借鑒，對公民參與、土地利用規(guī)劃概念進行清晰界定，遴選契約理論、主權(quán)在民理論、市民社會理論為研究的理論支撐，在對公民參與方式、土地利用規(guī)劃屬性、土地利用規(guī)劃中公民參與的主要形式及公民參與土地利用規(guī)劃中的形式選擇和利弊權(quán)衡進行深入分析的基礎(chǔ)上，以《赤峰市土地利用總體規(guī)劃（2006－2020）》、《赤峰市阿魯科爾沁旗土地利用總體規(guī)劃（2009－2020）》、《阿魯科爾沁旗天山口鎮(zhèn)土地利用總體規(guī)劃（2009－2020）》三個行政層級規(guī)劃制定過程為例，具體分析其參與形式的選擇和利弊的權(quán)衡，并針對性的從提高參與主體素質(zhì)、健全參與制度體系、實現(xiàn)參與多元化選擇三個方面提出赤峰市土地利用規(guī)劃制定中實現(xiàn)公民有效參與的路徑建議，力求為后續(xù)的土地利用規(guī)劃制定提供合理的決策建議。 赤峰市土地利用率約為94.22%，高于72.47%的全國平均水平，土地開發(fā)利用程度較高，但也面臨著土地后備資源不足的瓶頸約束。通過開展赤峰市土地利用規(guī)劃中公民參與研究，對于進一步優(yōu)化土地利用規(guī)劃制定，提高土地開發(fā)利用效率，為經(jīng)濟、社會發(fā)展提供更持續(xù)的土地資源服務(wù)保障能力，，具有重要意義；更有利于提高公共事務(wù)管理中公民參與度，轉(zhuǎn)變政府形象，推進社會主義民主進程。通過本研究，力求為赤峰市后續(xù)土地利用規(guī)劃的制定提供更科學(xué)、合理的決策建議，也為其他地區(qū)土地利用規(guī)劃的制定給予一定的參考。
[Abstract]:Land is the most basic means of production, is the basic material carrier of production and labor. Land use planning is under the guidance of the theory of sustainable development, according to the economic and social development conditions of the planning area, organized by the relevant functional departments of the government, with the participation of multi-stakeholder representatives, in the dimension of time and space, to develop the land. Use, renovation, protection and other activities to make strategic planning and arrangement. Citizen participation in the formulation of land use planning conforms to the fundamental essence of socialist democracy. The participation of citizens in the formulation of land use planning, on the one hand, the awareness of citizen participation, the ability to participate in politics is a good exercise and promotion; On the other hand, it is also conducive to the realization of scientific and rational planning in the process of planning and formulation, taking into account the interests of all groups, and realizing the scientific and rational planning in the continuous communication. This paper collects and draws lessons from the relevant research on citizen participation in public policy and land use planning at home and abroad, defines the concept of citizen participation and land use planning clearly, selects the contract theory and sovereignty in the people theory, and makes a clear definition of the concept of citizen participation and land use planning. The theory of civil society is the theoretical support of the research, in the way of citizen participation, the attribute of land use planning, On the basis of in-depth analysis of the main forms of citizen participation in land use planning, the choice of forms and the trade-offs between pros and cons of citizen participation in land use planning, based on the General Land use Plan of Chifeng (2006 / 2020), "Land use Master Plan of Arukerqin Banner, Chifeng City (2009 / 2020)," Land use Master Plan of Tianshankou Town, Arukerqin Banner (2009 / 2020) > Planning and formulation process of three Administrative levels, for example, Specific analysis of its participation form of choice and trade-offs between the advantages and disadvantages, and targeted to improve the quality of participants, improve the system of participation in the system, In order to provide reasonable decision-making advice for the subsequent land use planning, this paper puts forward the path suggestions to realize citizens' effective participation in the formulation of land use planning in Chifeng City from three aspects of realizing participation in the diversified selection of land use planning. The land utilization rate of Chifeng is 94.22%, which is higher than the national average of 72.47%. The degree of land development and utilization is high, but it also faces the bottleneck constraint of insufficient land reserve resources. Through the study of citizen participation in the land use planning of Chifeng City, we can further optimize the formulation of land use planning, improve the efficiency of land development and utilization, and provide a more sustainable land resource service guarantee capacity for economic and social development. It is of great significance; It is more conducive to improve citizen participation in the management of public affairs, change the image of the government, and promote the process of socialist democracy. Through this study, we try to provide more scientific and reasonable decision-making suggestions for the formulation of land-use planning in Chifeng City, and also give some reference for the formulation of land-use planning in other areas.
