【摘要】：經(jīng)濟(jì)新常態(tài)標(biāo)志著宏觀經(jīng)濟(jì)邁向更高級(jí)發(fā)展階段,分析經(jīng)濟(jì)轉(zhuǎn)型的方向和動(dòng)力,發(fā)現(xiàn)經(jīng)濟(jì)基本面開(kāi)始發(fā)生實(shí)質(zhì)性變化。區(qū)域經(jīng)濟(jì)伴隨宏觀經(jīng)濟(jì)的深度調(diào)整也進(jìn)入到新的發(fā)展階段,呈現(xiàn)出經(jīng)濟(jì)增速空間分化、空間結(jié)構(gòu)協(xié)調(diào)發(fā)展、增長(zhǎng)動(dòng)力突出創(chuàng)新驅(qū)動(dòng)等重大變化,區(qū)域政策作為優(yōu)化區(qū)域經(jīng)濟(jì)布局的重要手段,需要順應(yīng)區(qū)域經(jīng)濟(jì)新常態(tài)積極進(jìn)行重構(gòu)。首先闡釋區(qū)域經(jīng)濟(jì)新常態(tài)的理論邏輯,進(jìn)而分析區(qū)域經(jīng)濟(jì)新常態(tài)的發(fā)展趨勢(shì),最后從提高區(qū)域政策精準(zhǔn)性和有效性、推動(dòng)空間均衡協(xié)調(diào)發(fā)展、促進(jìn)區(qū)域創(chuàng)新和技術(shù)進(jìn)步等方面提出區(qū)域政策重構(gòu)的取向,以期打造區(qū)域經(jīng)濟(jì)升級(jí)版,重塑區(qū)域經(jīng)濟(jì)發(fā)展格局,實(shí)現(xiàn)區(qū)域經(jīng)濟(jì)更可持續(xù)發(fā)展。
[Abstract]:The new normal state of the economy marks a step towards a higher stage of macroeconomic development and analyzes the direction and motive force of economic transformation. It is found that substantial changes have taken place in the economic fundamentals. The regional economy has also entered a new stage of development along with the deep adjustment of the macro-economy, showing a spatial differentiation of economic growth rate and coordinated development of the spatial structure. As an important means to optimize the layout of regional economy, regional policy, as an important means of optimizing regional economic layout, needs to be reconstructed actively in accordance with the new normal of regional economy. First, it explains the theoretical logic of the new normal of regional economy. Then it analyzes the development trend of the new normal state of regional economy, and finally puts forward the orientation of regional policy reconstruction from the aspects of improving the accuracy and effectiveness of regional policy, promoting the balanced and coordinated development of space, promoting regional innovation and technological progress, etc. In order to create an upgrade version of regional economy, reshape the pattern of regional economic development and realize more sustainable development of regional economy.
