【摘要】：隨著我國城市化發(fā)展進(jìn)程,近年來,作為區(qū)級政府派出機(jī)關(guān)和基層組織形式的街道辦事處在加強(qiáng)社會事務(wù)管理、開展社區(qū)民生服務(wù)、統(tǒng)籌城鄉(xiāng)區(qū)域經(jīng)濟(jì)、維護(hù)社會秩序穩(wěn)定、協(xié)調(diào)轄區(qū)社會組織關(guān)系及推進(jìn)生態(tài)環(huán)境建設(shè)等方面,都發(fā)揮著不可替代的作用。在當(dāng)前新形勢下,社會的不斷進(jìn)步和城市化的持續(xù)深入也為街道辦事處職能的定位及轉(zhuǎn)變提供了難得的發(fā)展契機(jī),同時(shí),帶來了一些亟待解決的社會問題。本文選取大連市高新園區(qū)龍王塘街道辦事處為研究范例,結(jié)合大連全域城市化的背景,通過對街道辦事處的發(fā)展軌跡的梳理,對機(jī)構(gòu)設(shè)置及職能劃分情況進(jìn)行歸納,總結(jié)出龍王塘街道辦事處的職能特點(diǎn)及先進(jìn)經(jīng)驗(yàn)作為參考,嘗試對當(dāng)前街道辦事處職能轉(zhuǎn)變的特性進(jìn)行扼要概括。在研究過程中,尤其注意對職能轉(zhuǎn)變中凸顯出的問題進(jìn)行調(diào)查,在案例分析中,注意與其他街道進(jìn)行實(shí)證對比,以發(fā)達(dá)地區(qū)街道辦事處為參考對象,分析問題產(chǎn)生的原因,學(xué)習(xí)先進(jìn)經(jīng)驗(yàn)。結(jié)合自身理論知識水平和工作經(jīng)歷,嘗試從管理制度完善、創(chuàng)新和人員素質(zhì)提升等方面提出解決街道辦事處諸多問題的相關(guān)對策。在研究方法上,筆者注意使用理論研究與實(shí)地調(diào)研相結(jié)合的方法,引入SWOT分析、文獻(xiàn)分析法以及總結(jié)先進(jìn)經(jīng)驗(yàn)等研究方法,采用訪談、發(fā)放調(diào)查問卷、設(shè)計(jì)圖表等研究形式,旨在依靠系統(tǒng)理論和實(shí)證范例作為研究支撐,探索街道辦事處促進(jìn)城市化進(jìn)程的途徑,提升街道辦事處行政能力水平。
[Abstract]:With the development of urbanization in China, in recent years, the sub-district offices, as regional government agencies and grass-roots organizations, are strengthening the management of social affairs, providing community services for people's livelihood, coordinating urban and rural regional economy, and maintaining social order and stability. The coordination of social organization relations in the jurisdiction and the promotion of the construction of the ecological environment play an irreplaceable role. The continuous progress of society and the continuous deepening of urbanization also provide a rare opportunity for the orientation and transformation of the functions of the sub-district offices. At the same time, This paper selects Longwangtang Subdistrict Office of Dalian Hi-tech Park as the research example and combs the development track of the sub-district office by combining the background of Dalian's global urbanization. This paper sums up the establishment and functional division of the organization, summarizes the functional characteristics and advanced experience of the Longwangtang Subdistrict Office as a reference, and attempts to summarize briefly the characteristics of the transformation of the functions of the current subdistrict offices. In the course of the research, In particular, we should pay attention to the investigation of the problems highlighted in the transformation of functions. In the case analysis, we should make an empirical comparison with other streets, and take the sub-district offices in developed areas as reference objects to analyze the causes of the problems. Study advanced experience, combine oneself theory knowledge level and work experience, try to put forward from management system perfect, innovation and personnel quality promotion and so on the related countermeasure to solve many problems of the street office. The author pays attention to using the method of combining theoretical research with field research, introducing research methods such as SWOT analysis, literature analysis and summing up advanced experience, using interviews, issuing questionnaires, designing charts and other forms of research. The purpose of this paper is to explore the ways of promoting the process of urbanization and to improve the administrative ability of the sub-district offices by relying on the system theory and empirical examples as the support of the research.
