【摘要】：在黨的十八大工作會(huì)議中,胡錦濤同志提出了建設(shè)職能科學(xué)、結(jié)構(gòu)優(yōu)化、廉潔高效、人民滿意的服務(wù)型政府的目標(biāo)�，F(xiàn)階段,實(shí)現(xiàn)公共服務(wù)均等化已經(jīng)成為各級(jí)政府重要的工作任務(wù),基礎(chǔ)教育作為政府提供的公共產(chǎn)品之一,其質(zhì)量的優(yōu)劣既衡量著政府履行自身責(zé)任能力的高低,更關(guān)系到廣大人民群眾尤其是適齡學(xué)生素質(zhì)培養(yǎng)及今后發(fā)展的好壞,因此,實(shí)現(xiàn)城鄉(xiāng)基礎(chǔ)教育均等化發(fā)展是各級(jí)政府不折不扣要履行的責(zé)任。本文以通遼市科爾沁區(qū)基礎(chǔ)教育作為研究對(duì)象,運(yùn)用教育公平理論、公共產(chǎn)品理論和責(zé)任政府理論,重點(diǎn)研究分析科爾沁區(qū)政府在城鄉(xiāng)基礎(chǔ)教育均等化發(fā)展中的政府責(zé)任問(wèn)題。文章先是闡述了現(xiàn)階段科爾沁區(qū)基礎(chǔ)教育發(fā)展現(xiàn)狀,羅列出相關(guān)數(shù)據(jù),分析表明了該地區(qū)存有城鄉(xiāng)基礎(chǔ)教育非均等化發(fā)展的問(wèn)題。繼而從公共管理研究視角出發(fā),以政府責(zé)任為研究重點(diǎn),分析出科爾沁區(qū)政府在城鄉(xiāng)基礎(chǔ)教育非均等化發(fā)展中的政府責(zé)任缺失表現(xiàn),即教育法規(guī)和教育政策執(zhí)行不力、教育投入整體不足、教育資源配置中的“城市中心主義”與政府教育職能轉(zhuǎn)變滯后。并從領(lǐng)導(dǎo)政績(jī)觀、政府基礎(chǔ)教育財(cái)政體制、教育督導(dǎo)制度與二元結(jié)構(gòu)等方面,探索出科爾沁區(qū)政府在城鄉(xiāng)基礎(chǔ)教育非均等化中政府責(zé)任缺失的原因。最后針對(duì)政府責(zé)任缺失的原因,提出了解決科爾沁區(qū)政府責(zé)任缺失的四點(diǎn)對(duì)策建議,分別是樹(shù)立政府領(lǐng)導(dǎo)科學(xué)“教育政績(jī)觀”、建立科學(xué)的基礎(chǔ)教育財(cái)政體制、完善政府教育督導(dǎo)制度和統(tǒng)籌城鄉(xiāng)基礎(chǔ)教育協(xié)調(diào)發(fā)展。
[Abstract]:At the working meeting of the 18th CPC National Congress, Comrade Hu Jintao set forth the goal of building a service-oriented government with scientific functions, optimized structure, clean and efficient, and satisfactory people. At present, the realization of equalization of public services has become an important task for governments at all levels. As one of the public goods provided by the government, the quality of basic education measures the ability of the government to fulfill its own responsibilities. It is also related to the quality training and the future development of the masses, especially the students of the right age. Therefore, it is the responsibility of the governments at all levels to realize the equalization development of urban and rural basic education. This paper takes basic education in Korqin District of Tongliao City as the research object, applies the theory of educational fairness, the theory of public goods and the theory of responsible government, and focuses on the analysis of the government responsibility of the government in the development of the equalization of urban and rural basic education. The article first expounds the present situation of the development of basic education in Korqin district, lists the relevant data, and shows that there exists the problem of non-equalization development of basic education in urban and rural areas in this area. Then from the perspective of public management research, taking government responsibility as the research focus, this paper analyzes the lack of government responsibility in the development of urban and rural basic education non-equalization, that is, the weak implementation of educational laws and policies. The whole education investment is insufficient, the "city-centrism" in the allocation of educational resources and the transformation of the government's educational function lag behind. The reasons for the lack of government responsibility in the non-equalization of basic education in urban and rural areas are explored from the view of leading achievements, the financial system of government basic education, the system of educational supervision and the dual structure. Finally, aiming at the reasons of the lack of government responsibility, the paper puts forward four countermeasures and suggestions to solve the lack of government responsibility in Korqin District, which are to set up the scientific "educational achievement view" of the government leadership, and to establish a scientific financial system for basic education. We will improve the government's educational supervision system and coordinate the development of urban and rural basic education.
