【摘要】：當(dāng)前,我國(guó)校車(chē)安全管理中需要切實(shí)解決的關(guān)鍵問(wèn)題包括校車(chē)發(fā)展思路和策略、專(zhuān)用校車(chē)準(zhǔn)入制度和校車(chē)運(yùn)營(yíng)準(zhǔn)入制度、校車(chē)運(yùn)營(yíng)監(jiān)管內(nèi)容和體制、校車(chē)通行管理等。對(duì)此,政府需正視社會(huì)對(duì)校車(chē)服務(wù)的強(qiáng)烈需求,積極參與、引導(dǎo)、支持校車(chē)發(fā)展,切實(shí)提高專(zhuān)用校車(chē)準(zhǔn)入制度和校車(chē)運(yùn)營(yíng)準(zhǔn)入制度的可行性,完善校車(chē)運(yùn)營(yíng)監(jiān)管內(nèi)容和體制,強(qiáng)化對(duì)超載、超速等違法行為的處罰,采取多種措施保障校車(chē)通行優(yōu)先權(quán)的實(shí)現(xiàn)。
[Abstract]:At present, the key problems that need to be solved in the safety management of school bus in our country include the train of thought and strategy of school bus development, the admission system of special school bus and the admission system of school bus operation, the content and system of school bus operation supervision, the school bus traffic management and so on. In view of this, the government should face up to the strong demand of the society for the school bus service, actively participate in, guide and support the development of the school bus, improve the feasibility of the special school bus access system and the school bus operation access system, and perfect the school bus operation supervision content and system. The punishment of overloading and speeding should be strengthened, and various measures should be taken to ensure the realization of school bus traffic priority.
