【摘要】：基礎(chǔ)教育質(zhì)量監(jiān)測以現(xiàn)代教育測量理論與國際先進的測量技術(shù)為支撐,必須依靠專業(yè)化、獨立性、合作性的評估監(jiān)測隊伍。但目前,由于獨立的第三方評估機構(gòu)發(fā)展緩慢,行政權(quán)力經(jīng)常超越學術(shù)權(quán)力,教育質(zhì)量監(jiān)測隊伍的獨立性難以體現(xiàn);多采用行政式、經(jīng)驗性評價方式,難以彰顯監(jiān)測隊伍的專業(yè)性;業(yè)務(wù)職能的沖突和利益配置的異化,往往導致監(jiān)測隊伍內(nèi)部難以實現(xiàn)深度合作。要打破這一格局,就必須推進管辦評分離,發(fā)展獨立的第三方評估機構(gòu),提升監(jiān)測隊伍的獨立性;加強教育評估監(jiān)測理論研究,完善督學的準入制度,開展教育評估監(jiān)測技術(shù)培訓,增強基礎(chǔ)教育質(zhì)量監(jiān)測隊伍的專業(yè)性;采用項目委托形式,推進評估機構(gòu)與項目委托部門的技術(shù)融合,深化基礎(chǔ)教育質(zhì)量監(jiān)測隊伍的合作性。
[Abstract]:The quality monitoring of basic education is supported by modern educational measurement theory and international advanced measurement technology, and must rely on professional, independent and cooperative evaluation and monitoring team. However, at present, due to the slow development of independent third-party evaluation institutions and the fact that administrative power often exceeds academic power, the independence of educational quality monitoring teams is difficult to embody. It is difficult to show the professionalism of the monitoring team, and the conflicts of business functions and the alienation of interest allocation often lead to the difficulty of realizing the deep cooperation within the monitoring team. In order to break this pattern, we must promote the separation of management and evaluation, develop independent third-party evaluation institutions, enhance the independence of the monitoring team, strengthen the theoretical research on educational evaluation and monitoring, and improve the admission system for school inspectors. Developing technical training of educational evaluation and monitoring to enhance the professionalism of the quality monitoring team of basic education, adopting the form of project entrustment to promote the technical integration between the evaluation organization and the entrusted department of the project, and deepening the cooperative nature of the quality monitoring team of basic education.
