【摘要】：作為中國擴(kuò)大教育公平、實(shí)現(xiàn)包容性發(fā)展的重要政策之一,隨遷子女"異地高考"政策被寄予了厚望,但隨之而來的"嚴(yán)控特大、超大城市人口規(guī)模"政策的出臺(tái)很快使本就收緊的部分地區(qū)"異地高考"通道進(jìn)一步變窄。優(yōu)質(zhì)資源配置集中的北京、上海等特大城市人口規(guī)模增長空間十分有限,外來務(wù)工人員群體首當(dāng)其沖地成為超大城市人口"瘦身"的對(duì)象,隨遷青少年的選擇變得十分艱難。在"公平共享"原則指導(dǎo)下,改變優(yōu)質(zhì)教育資源過度集中于少數(shù)特大城市的現(xiàn)狀、增加中小城市就業(yè)吸引力、專項(xiàng)招收異地考生、以學(xué)籍制度代替戶籍制度等措施將成必要的選擇。
[Abstract]:As one of China's important policies to expand education equity and realize inclusive development, the policy of "the college entrance examination in different places" has been placed in great expectation, but the following "strict control is extremely large". The introduction of the "population size" policy in mega-cities soon narrowed the channels for the "off-site college entrance examination" in some areas that were already tightened. Beijing, with its concentrated allocation of high-quality resources. Shanghai and other mega-cities have very limited space for population growth, and migrant workers are the first to bear the brunt of the "downsizing" of the population in mega-cities. Under the guidance of the principle of "fair sharing", we should change the current situation of the over-concentration of high-quality educational resources in a few mega-cities and increase the employment attraction of small and medium-sized cities. Special enrollment of candidates from other places, the student registration system in place of the household registration system and other measures will become a necessary choice.
