【摘要】：編制問題是中小學(xué)教師隊(duì)伍建設(shè)的一個(gè)關(guān)鍵問題,編制政策是中小學(xué)教師隊(duì)伍建設(shè)的一項(xiàng)重要政策。編制的結(jié)構(gòu)性短缺,嚴(yán)重制約著高水平教師隊(duì)伍的建設(shè),并對教育教學(xué)工作產(chǎn)生了直接和間接的負(fù)面影響,其主要原因在于編制政策和編制管理機(jī)制嚴(yán)重滯后于實(shí)際需求。建議在編制總量嚴(yán)控的前提下通過體制機(jī)制創(chuàng)新盤活存量:健全教師編制層級(jí)管理體制和部門協(xié)同機(jī)制,確保教育部門的話語權(quán);實(shí)施城鄉(xiāng)差異化編制標(biāo)準(zhǔn),設(shè)置機(jī)動(dòng)編制和農(nóng)村學(xué)校附加編制;建立教師編制動(dòng)態(tài)調(diào)整機(jī)制,積極應(yīng)對經(jīng)濟(jì)社會(huì)發(fā)展新常態(tài);探索新的用人機(jī)制,破解編制總量約束。
[Abstract]:Preparation is a key issue in the construction of primary and secondary school teachers, making policy is an important policy of primary and secondary school teachers. The shortage of staff, seriously restricting the construction of the high level of teachers, and has a negative direct and indirect effects on the work of education and teaching, the main reason lies in the establishment of policy and the preparation of management mechanism lags behind the actual demand. Suggestions through institutional innovation to revitalize the stock in the premise of the total control of collaborative management system and improve the mechanism of the preparation of teachers and departments, the Ministry of education to ensure the door of discourse; the implementation of urban and rural differences in the preparation of standards, set up vehicle preparation and additional rural school system; the establishment of teacher preparation of dynamic the new normal adjustment mechanism, actively respond to the economic and social development; explore the new employment mechanism, breaking the total constraint.
