【摘要】：通過(guò)先進(jìn)的信息科學(xué)技術(shù)和現(xiàn)代化的企業(yè)管理理論,建立并發(fā)展企業(yè)的管理信息系統(tǒng)體系,是在當(dāng)前工業(yè)智能化時(shí)代企業(yè)謀求發(fā)展的必然趨勢(shì)。黨和政府也早已洞察這一發(fā)展趨勢(shì),提出了“用信息化帶動(dòng)工業(yè)化”的指導(dǎo)思想來(lái)推動(dòng)我國(guó)企業(yè)的信息化發(fā)展。對(duì)我國(guó)企業(yè)來(lái)說(shuō),全面推進(jìn)企業(yè)信息化進(jìn)程已經(jīng)成為提高企業(yè)生產(chǎn)效率、管理效率和綜合競(jìng)爭(zhēng)力的必要戰(zhàn)略措施。企業(yè)管理信息化是指利用現(xiàn)代信息技術(shù)改造企業(yè)日常生產(chǎn)、經(jīng)營(yíng)和管理的所有流程,最優(yōu)化配企業(yè)的人力、財(cái)務(wù)及其他可用資源,改善經(jīng)營(yíng)效率,提高企業(yè)的經(jīng)濟(jì)效益和的整體競(jìng)爭(zhēng)力的過(guò)程。企業(yè)管理信息化是企業(yè)信息化戰(zhàn)略重要的組成部分。從廣義上說(shuō),企業(yè)信息化包括生產(chǎn)過(guò)程信息化、產(chǎn)品設(shè)計(jì)信息化和企業(yè)管理信息化。從狹義上說(shuō),現(xiàn)下流行的企業(yè)信息化概念通常指的就是企業(yè)管理信息化。我國(guó)大中型企業(yè)業(yè)務(wù)復(fù)雜,管理事務(wù)繁多,傳統(tǒng)的文件型的辦公流程型的已不能滿(mǎn)足現(xiàn)代企業(yè)管理中的要求,而新出現(xiàn)的知識(shí)型、智能型的管理信息系統(tǒng)越來(lái)越多的在大中型企業(yè)中被廣泛使用,企業(yè)的管理信息化程度的如何,直接能反映出一個(gè)企業(yè)的管理水平和工作效率,企業(yè)如何能建設(shè)出適合自身企業(yè)戰(zhàn)略發(fā)展和管理要求的管理信息系統(tǒng)來(lái)提升企業(yè)的綜合競(jìng)爭(zhēng)力是企業(yè)信息化建設(shè)中急需解決的問(wèn)題。企業(yè)在目前紛繁復(fù)雜的競(jìng)爭(zhēng)環(huán)境下,其在日常經(jīng)營(yíng)和管理中會(huì)遇到越來(lái)越多的法律問(wèn)題和風(fēng)險(xiǎn)。企業(yè)的法律風(fēng)險(xiǎn)管理與企業(yè)日常經(jīng)營(yíng)活動(dòng)的關(guān)系也越來(lái)越密切。制定嚴(yán)格的法律事務(wù)管理制度,建立完善的法律事務(wù)管理體系,全面、系統(tǒng)、科學(xué)地識(shí)別、分析、控制法律風(fēng)險(xiǎn),成為當(dāng)前環(huán)境下企業(yè)發(fā)展必須重視的課題。中國(guó)第一汽車(chē)集團(tuán)公司于2013年啟動(dòng)了合同管理流程信息化改造項(xiàng)目,旨在通過(guò)合同管理信息系統(tǒng)替代傳統(tǒng)的合同管理流程,從而提高一汽集團(tuán)及其下屬子公司合同管理工作的效率。本文結(jié)合一汽集團(tuán)公司的具體實(shí)際情況,分析了一汽集團(tuán)公司合同管理流程的現(xiàn)狀及存在的問(wèn)題,并設(shè)計(jì)了系統(tǒng)實(shí)施方案,以完成對(duì)管理信息化的深入了解和具體實(shí)踐。本文通過(guò)利用理論分析法介紹了企業(yè)管理信息化建設(shè)在企業(yè)管理中的作用,同時(shí)利用案例分析法以一汽集團(tuán)公司合同管理信息化改造項(xiàng)目作為具體案例,分析其目前合同管理流程現(xiàn)狀、存在的問(wèn)題及解決方案,最后總結(jié)了合同管理信息系統(tǒng)在一汽集團(tuán)公司的實(shí)施效果及評(píng)價(jià)。在全程參與一汽集團(tuán)合同管理信息化改造項(xiàng)目的整個(gè)過(guò)程之后,作者深刻的體會(huì)到科學(xué)的企業(yè)與項(xiàng)目管理理論與企業(yè)實(shí)踐相結(jié)合的重要性。在此也希望本文可以作為我國(guó)企業(yè)管理信息化理論與經(jīng)驗(yàn)之間的相互借鑒、交流與學(xué)習(xí)的參考資料,為促進(jìn)我國(guó)企業(yè)的管理信息化建設(shè)進(jìn)程盡綿薄之力。
[Abstract]:Through advanced information science and technology and modern enterprise management theory, establishing and developing enterprise management information system is an inevitable trend for enterprises to seek development in the current era of industrial intelligence. The Party and the government have long been aware of this development trend, and put forward the guiding ideology of "using information technology to drive industrialization" to promote the informatization development of enterprises in our country. For Chinese enterprises, it has become a necessary strategic measure to improve the production efficiency, management efficiency and comprehensive competitiveness of enterprises. Enterprise management informationization refers to the use of modern information technology to transform all the processes of daily production, operation and management of an enterprise, optimize the allocation of human, financial and other available resources of an enterprise, and improve its operational efficiency. The process of improving the economic efficiency and overall competitiveness of an enterprise. Enterprise management information is an important part of enterprise information strategy. In a broad sense, enterprise informatization includes production process informatization, product design informatization and enterprise management information. In a narrow sense, the popular concept of enterprise informatization usually refers to enterprise management informatization. The business of large and medium-sized enterprises in our country is complicated, the management affairs are various, the traditional office flow type of document type can not meet the requirements of modern enterprise management, but the new knowledge type, More and more intelligent management information systems are widely used in large and medium-sized enterprises. The degree of management information of enterprises can directly reflect the management level and work efficiency of an enterprise. How to build a management information system suitable for the strategic development and management requirements of enterprises to enhance the comprehensive competitiveness of enterprises is an urgent problem to be solved in the construction of enterprise information. Under the complicated competition environment, enterprises will encounter more and more legal problems and risks in their daily operation and management. The relationship between the legal risk management of enterprises and the daily business activities of enterprises is more and more close. Establishing strict legal affairs management system, establishing perfect legal affairs management system, identifying, analyzing and controlling legal risks scientifically and comprehensively have become a subject that enterprises must pay attention to in the current environment. In 2013, the China first Automobile Group Company launched a contract management process information transformation project aimed at replacing the traditional contract management process through the contract management information system. In order to improve the FAW Group and its subsidiaries of the efficiency of contract management. Combined with the actual situation of FAW Group Company, this paper analyzes the current situation and existing problems of the contract management process of FAW Group Company, and designs the implementation scheme of the system, in order to complete the deep understanding and concrete practice of management informatization. This paper introduces the role of enterprise management information construction in enterprise management by using theoretical analysis method, and takes the project of contract management information transformation of FAW Group Company as a specific case by case analysis. This paper analyzes the current status of contract management process, existing problems and solutions, and finally summarizes the implementation effect and evaluation of contract management information system in FAW Group Company. After participating in the whole process of FAW Group contract Management Informatization Reform Project, the author deeply understands the importance of combining scientific enterprise and project management theory with enterprise practice. It is also hoped that this paper can be used as a reference material for the mutual reference, exchange and study between the theory and experience of enterprise management information in our country, so as to contribute to the process of promoting the construction of enterprise management information in our country.
