穆棱河保中段水體凈化與生態(tài)修復(fù)項(xiàng)目的質(zhì)量管理研究

【摘要】:穆棱河是黑龍江省的重要河流,不僅是雞西市的母親河,更是興凱湖的重要水源,對于當(dāng)?shù)毓まr(nóng)業(yè)發(fā)展都發(fā)揮了非常重要的作用。但是,在粗放的經(jīng)濟(jì)增長模式下,工業(yè)、農(nóng)業(yè)和城市污染排放對穆棱河造成了比較嚴(yán)重的污染,已經(jīng)對當(dāng)?shù)厝嗣裆a(chǎn)和生活產(chǎn)生了嚴(yán)重后果。在這種情況下,雞西市上馬穆棱河保中段水體凈化與生態(tài)修復(fù)項(xiàng)目(以下簡稱“保中段項(xiàng)目”),,力求通過生態(tài)凈化與修復(fù)的方法,實(shí)現(xiàn)低污染水凈化和生態(tài)環(huán)境美化的綜合治理目標(biāo),這對于當(dāng)?shù)亟?jīng)濟(jì)社會發(fā)展都將產(chǎn)生非常重要而深遠(yuǎn)的影響。工程質(zhì)量無疑是項(xiàng)目管理中的關(guān)鍵內(nèi)容和核心問題,我們針對保中段項(xiàng)目的質(zhì)量管理問題開展了深入研究,具體內(nèi)容包括以下幾個方面:保中段項(xiàng)目質(zhì)量問題分析。由于農(nóng)業(yè)、工業(yè)和生活三方面的污染排放,穆棱河流域的水體質(zhì)量不斷下降、水體環(huán)境不斷惡化,水環(huán)境治理已經(jīng)成為當(dāng)?shù)亟?jīng)濟(jì)和社會發(fā)展中亟待解決的關(guān)鍵問題。在各方共同努力下,保中段項(xiàng)目一期工程建設(shè)已經(jīng)基本完成。但是該項(xiàng)目在工程質(zhì)量方面出現(xiàn)了凈化效果未達(dá)到設(shè)計目標(biāo)、生態(tài)修復(fù)效果不佳、施工質(zhì)量不夠理想、質(zhì)量管理水平較差等問題。經(jīng)過深入調(diào)查研究,我們發(fā)現(xiàn)導(dǎo)致這些問題的主要原因在于:污染源綜合治理非常困難、方案設(shè)計不盡合理、施工能力仍顯不足和質(zhì)量管理能力不足等;保中段項(xiàng)目質(zhì)量控制方案。針對一期工程中出現(xiàn)的問題,我們?yōu)楹罄m(xù)保中段項(xiàng)目的建設(shè)制定了質(zhì)量控制方案。在質(zhì)量目標(biāo)方面,我們提出了項(xiàng)目工程質(zhì)量目標(biāo)、環(huán)境質(zhì)量目標(biāo)和效益質(zhì)量目標(biāo)。在質(zhì)量方針方面,我們提出了“精益求精、方法科學(xué)、監(jiān)督有力”的重要原則。在質(zhì)量控制體系構(gòu)建方面,我們針對工程總體設(shè)計、引水工程、人工濕地工程、淺灘濕地工程和河道堤岸工程等關(guān)鍵環(huán)節(jié)提出了質(zhì)量控制方案。在質(zhì)量管理體系構(gòu)建方面,我們在項(xiàng)目質(zhì)量管理規(guī)劃、項(xiàng)目質(zhì)量管理制度體系和質(zhì)量保證體系方面做了比較深入的規(guī)范研究;保中段項(xiàng)目質(zhì)量管理的保障措施。為了更好地落實(shí)項(xiàng)目質(zhì)量管理方針和方案,能夠較好實(shí)現(xiàn)項(xiàng)目質(zhì)量管理方案,我們提出了有針對性的保中段項(xiàng)目質(zhì)量管理保障措施,具體包括:強(qiáng)化項(xiàng)目質(zhì)量管理意識、加強(qiáng)工程人才隊伍建設(shè)、提高工程設(shè)計的科學(xué)水平、實(shí)施強(qiáng)有力的質(zhì)量監(jiān)督。
[Abstract]:Muling River is an important river in Heilongjiang province. It is not only the mother river of Jixi, but also an important source of Xingkai Lake. It plays a very important role in the development of local industry and agriculture. However, in the extensive economic growth mode, the pollution of industry, agriculture and urban pollution has caused serious pollution to the Muling River, and it has already been to the local people. In this case, in this case, the water purification and ecological restoration project in the middle section of the upper Ma Muling River in Jixi (hereinafter referred to as "the middle section of the project"), strives to achieve the comprehensive treatment goal of low pollution water purification and ecological environment beautification through the method of ecological purification and restoration, which is for the local economy and society. Development will have a very important and far-reaching impact. The quality of the project is undoubtedly the key content and core issues in the project management. We have carried out an in-depth study on the quality management of the middle section. The specific contents include the following aspects: the analysis of the quality of the project in the middle section. Three aspects of agriculture, industry and life. The pollution discharge, the water quality of the Muling River Basin is declining, the water environment is deteriorating, the water environment management has become the key problem in the local economic and social development. Under the joint efforts of all parties, the construction of the first phase of the project has been basically completed. However, the project has a purifying effect in the quality of the project. The results have not reached the design goal, the ecological restoration effect is not good, the quality of the construction is not ideal, the quality management level is poor. Through in-depth investigation and research, we find that the main causes of these problems are that the comprehensive treatment of the pollution sources is very difficult, the design of the scheme is incompatible, the construction ability is still insufficient and the quality management ability is insufficient. In accordance with the problems arising in the first phase of the project, we have formulated a quality control scheme for the construction of the follow-up project. In terms of quality objectives, we put forward the objectives of the quality of the project, the objective of environmental quality and the goal of the quality of the benefit. In the construction of quality control system, we put forward the quality control scheme for the key link of the engineering overall design, water diversion project, artificial wetland project, shoal wetland project and river bank project. In the construction of quality management system, we have the project quality management planning and project. In order to better implement the project quality management policy and plan, the quality management plan of the project can be better implemented. We have put forward the quality management guarantee measures for the middle section of the project. It includes: strengthening the awareness of project quality management, strengthening the construction of engineering talents, improving the scientific level of engineering design, and implementing strong quality supervision.
