【摘要】：泰國是我國在東盟地區(qū)重要的旅游目的地,中國公民泰國游的健康發(fā)展符合兩國共同利益,但團隊泰國游長期存在的強制消費現(xiàn)象嚴重干擾了中泰旅游業(yè),要整治這一頑疾,單靠中泰任何一方都難以取得成效。本文對強制消費相關研究進行梳理,并從中泰兩國政府合作的角度提出治理建議。本文首先對國內外強制消費研究現(xiàn)狀和相關理論進行梳理,對以往的治理手段進行評估,在此基礎上對赴泰中國團隊旅游者進行了實證分析,運用定性和定量研究相結合的方法,分析強制消費現(xiàn)狀、旅游者對強制消費的感受,在此基礎上提出進一步合作的建議。全文研究結論如下:(1)強制消費普遍存在于零負團費經營模式中,強制消費最易引起旅游者投訴。旅游從業(yè)者強制消費的目的是旅游回扣,旅游回扣屬于商業(yè)賄賂的一種形式。(2)采用政府限價和政策約束等方式無法根除強制消費,應聯(lián)合兩國政府在不違反經濟規(guī)律的前提下進行綜合性的治理。(3)泰國團隊游行程仍然沿襲零負團費的操作模式,并變得更加隱蔽,依靠購物和自費項目獲得收入仍為主流盈利模式。旅游者普遍認為旅游信息不夠充分、旅游產品設計的不夠好、泰國對游客的保障不夠。(4)中泰兩國政府應保持常態(tài)化和有深度的合作。從出境旅游業(yè)發(fā)展整體考慮,提出合作推出適合中國市場的旅游產品、推進旅游信息透明化、扶持旅游經營公司、整合完善法律體系、推動旅游警察聯(lián)合執(zhí)法五方面的對策建議。
[Abstract]:Thailand is an important tourist destination for China in the ASEAN region, and the healthy development of Thai tourism by Chinese citizens conforms to the common interests of both countries. However, the long-standing phenomenon of forced consumption in team tours in Thailand seriously interferes with the Sino-Thai tourism industry. It is necessary to rectify this persistent disease.Neither side of China and Thailand alone can achieve results.This paper combs the related research on forced consumption, and puts forward some suggestions on governance from the angle of cooperation between Chinese and Thai governments.Firstly, this paper reviews the current situation and relevant theories of forced consumption research at home and abroad, evaluates the past governance measures, and then makes an empirical analysis on the Chinese team tourists to Thailand.Based on the qualitative and quantitative analysis, this paper analyzes the current situation of compulsory consumption and the tourists' feelings towards compulsory consumption, and puts forward some suggestions for further cooperation.The conclusion of this paper is as follows: (1) compulsory consumption exists generally in the zero negative group fee management mode, and compulsory consumption is the most likely to cause complaints from tourists.The purpose of compulsory consumption by tourism practitioners is tourism rebates. Tourism rebates are a form of commercial bribery.The two governments should be United to conduct comprehensive governance without violating economic laws.) Thailand's team tour still follows the operating mode of zero and negative tour fees, and becomes more hidden.Relying on shopping and self-financing projects to earn revenue is still the mainstream profit model.Tourists generally think that the tourism information is not enough, the design of tourism products is not good enough, and Thailand's protection for tourists is not enough.) the Chinese and Thai governments should maintain regular and deep cooperation.Considering the overall development of outbound tourism, it is proposed to cooperate to launch tourism products suitable for the Chinese market, to promote transparency of tourism information, to support tourism management companies, and to integrate and improve the legal system.The countermeasures and suggestions to promote the joint law enforcement of tourist police.
