【摘要】：智力支持系統(tǒng)能力是一個國家(或地區(qū))教育水平、科研水平、管理水平的綜合反映和現(xiàn)代化程度的重要衡量指標(biāo)之一。應(yīng)用教育投入指數(shù)、科技資源指數(shù)和政府效率對近20年來內(nèi)蒙古智力支持系統(tǒng)綜合水平與產(chǎn)出效應(yīng)進(jìn)行時序性和地區(qū)間差異與關(guān)聯(lián)分析。結(jié)果表明:內(nèi)蒙古智力支持系統(tǒng)指數(shù)從1995年的94.3上升到2013年的108.4,2013年在我國內(nèi)地31個省市自治區(qū)中列第24位。其中,教育能力指數(shù)從基期的99.7上升到2014年的120.6,但低于全國平均水平;科技能力指數(shù)從基期的87.4上升到2013年的104.2,但科技資源指數(shù)、科技產(chǎn)出指數(shù)和科技貢獻(xiàn)指數(shù)低于全國平均水平;管理能力指數(shù)從基期的95.8上升到2013年的109.5,但政府效率指數(shù)和經(jīng)濟社會調(diào)控指數(shù)低于全國平均水平。與我國其他少數(shù)民族地區(qū)比較,1995年內(nèi)蒙古地區(qū)智力支持系統(tǒng)能力(94.3)低于新疆(97.2)和寧夏(95.9),但高于,廣西(93.2)和西藏(83.1)。到2013年,內(nèi)蒙古智力支持系統(tǒng)水平(108.4)低于寧夏(108.8),高于廣西(107.8)、新疆(106.9)和西藏(98.0),但與我國東、中平均水平仍有巨大的差距。內(nèi)蒙古綜合現(xiàn)代化水平居全國第15位,第一次現(xiàn)代化水平均位居全國第12位,列我國五個少數(shù)民族自治區(qū)之首。該研究結(jié)果可以為我國其它區(qū)域和少數(shù)民族地區(qū)智力支持系統(tǒng)能力提升提供案例借鑒。
[Abstract]:The ability of intelligence support system is one of the important indexes to measure the level of education, scientific research and management of a country (or region) and the degree of modernization. Using the education input index, the science and technology resource index and the government efficiency, this paper analyzes the Synthetical level and output effect of the intelligence support system in Inner Mongolia in the past 20 years, as well as the regional difference and correlation analysis. The results showed that the index of intelligence support system in Inner Mongolia increased from 94.3 in 1995 to 108.4 in 2013, and ranked 24th among the 31 provinces and autonomous regions in the interior of China in 2013. Of these, the educational capacity index rose from 99.7 in the base period to 120.6in 2014, but below the national average; the STI index rose from 87.4 in the base period to 104.2 in 2013, but the STR index, The index of science and technology output and contribution of science and technology is lower than the national average; the index of management ability has risen from 95.8 in the base period to 109.5 in 2013, but the government efficiency index and the index of economic and social regulation and control are lower than the national average. Compared with other minority areas in China, the intelligence support system capability (94.3) of Inner Mongolia in 1995 was lower than that of Xinjiang (97.2) and Ningxia (95.9), but higher than that of Guangxi (93.2) and Tibet (83.1). By 2013, the level of intelligence support system in Inner Mongolia (108.4) is lower than that in Ningxia (108.8), higher than that in Guangxi (107.8), Xinjiang (106.9) and Tibet (98.0). The comprehensive modernization level of Inner Mongolia ranks 15th in China, and the first modernization level ranks 12th in the country, ranking first among the five autonomous regions of ethnic minorities in China. The results of this study can be used as a reference for other regions and minority areas in China to improve the ability of intelligence support system.
