【摘要】：近年來(lái),諸多學(xué)者結(jié)合國(guó)內(nèi)企業(yè)的實(shí)際情況,開(kāi)展了大量的研究工作,探索契合國(guó)情的企業(yè)業(yè)務(wù)流程再造,其研究對(duì)象主要集中于處于完全競(jìng)爭(zhēng)市場(chǎng)情況下的各類企業(yè)。在我國(guó)還有許多大型的中央直屬企業(yè),這些企業(yè)中,有處于完全競(jìng)爭(zhēng)市場(chǎng)的公司,還有相當(dāng)數(shù)量是關(guān)系國(guó)家各重要領(lǐng)域核心基礎(chǔ)能力的具有一定公益性質(zhì)的科研事業(yè)單位,尤其是各軍工集團(tuán)下屬的科研院所。由于這些單位屬于國(guó)有企事業(yè)單位,承擔(dān)很重要的社會(huì)責(zé)任,研究的產(chǎn)品或是服務(wù)針對(duì)特定市場(chǎng),具有一定的計(jì)劃性質(zhì),在業(yè)務(wù)流程再造方面,有其特殊性,目前開(kāi)展的研究較少。在國(guó)家“兩化深度融合”、部分壟斷行業(yè)鼓勵(lì)民營(yíng)企業(yè)參與競(jìng)爭(zhēng),使許多國(guó)有大中型企業(yè)在市場(chǎng)中不再是高枕無(wú)憂,尤其是許多科研院所,已經(jīng)面臨激烈的市場(chǎng)競(jìng)爭(zhēng),管理的變革迫在眉睫。X研究所是承擔(dān)某技術(shù)領(lǐng)域高新技術(shù)裝備研制生產(chǎn)的老牌科研院所,組織結(jié)構(gòu)設(shè)置傳統(tǒng),業(yè)務(wù)流程面面俱到,具備典型的科研事業(yè)單位特點(diǎn)。本文從X研究所歷時(shí)一年多的業(yè)務(wù)流程再造實(shí)踐入手,結(jié)合理論方法,如再造原則、模式和常用的技術(shù),以及再造的具體方法和工具,深入研究該單位業(yè)務(wù)流程再造全過(guò)程,通過(guò)對(duì)新流程的實(shí)施情況進(jìn)行分析,說(shuō)明業(yè)務(wù)流程再造的重要意義;同時(shí),結(jié)合該單位新流程試點(diǎn)運(yùn)行近一年時(shí)間的情況,總結(jié)提煉出經(jīng)驗(yàn)和教訓(xùn),對(duì)業(yè)務(wù)流程再造理論在科研院所的實(shí)際運(yùn)用進(jìn)行探索,為科研事業(yè)單位實(shí)施業(yè)務(wù)流程再造提供參考。
[Abstract]:In recent years, many scholars have carried out a lot of research work in combination with the actual situation of domestic enterprises, and explored the business process reengineering suitable to the national conditions. The research object is mainly focused on all kinds of enterprises in the situation of complete competition market. There are also many large enterprises directly under the central government in our country. Among these enterprises, there are companies in the completely competitive market, and a considerable number of scientific research institutions of a certain commonweal nature related to the core basic competence of various important areas of the country. Especially the research institutes under the various military industrial groups. Because these units belong to state-owned enterprises and institutions and bear very important social responsibilities, the products or services under study are targeted at specific markets and have a certain planned nature. In terms of business process reengineering, they have their own particularities. At present, there are few studies carried out. In the "deep integration of the two systems," some monopolistic industries encourage private enterprises to participate in competition, so that many large and medium-sized state-owned enterprises are no longer comfortable in the market. In particular, many scientific research institutes are already facing fierce market competition. The management reform is imminent. X research institute is an old scientific research institute which undertakes the research and production of high-tech equipment in a certain technical field. The organizational structure is traditional, the business process is all-around, and it has the characteristics of typical scientific research institutions. Starting from the practice of business process reengineering (BPR), which lasted for more than one year, and combining with theoretical methods, such as reengineering principles, models and commonly used technologies, as well as the specific methods and tools of BPR, this paper deeply studies the whole process of BPR in this unit. By analyzing the implementation of the new process, the importance of business process reengineering is explained. At the same time, the experience and lessons are summarized and refined according to the situation that the unit has run the new process pilot for nearly one year. This paper explores the practical application of BPR theory in scientific research institutes, and provides reference for scientific research institutions to implement BPR.
