【摘要】：基本藥物制度是深化醫(yī)藥衛(wèi)生體制改革的重點任務(wù),是惠及民生的重大制度創(chuàng)新。為加強基本藥物集中采購監(jiān)督管理,江蘇省于2012年建立考核評價機制,在保障基本藥物供應(yīng)和使用方面做出突出貢獻(xiàn),但目前部分地區(qū)仍存在基本藥物配送率低、醫(yī)療機構(gòu)回款慢等問題。本研究旨在理順江蘇省基本藥物集中采購的考核評價體系的基礎(chǔ)上,分析考核結(jié)果,以探究考核體系存在的問題,進(jìn)而提出基本藥物集中采購考核的優(yōu)化策略,以保證基本藥物質(zhì)量優(yōu)良、價格合理、公平可及等目標(biāo)的實現(xiàn)。
[Abstract]:The essential drug system is a key task in deepening the reform of the medical and health system and a major institutional innovation benefiting the people's livelihood. In order to strengthen the supervision and management of centralized procurement of essential drugs, Jiangsu Province established an assessment and evaluation mechanism on 2012. While significant contributions have been made in securing the supply and use of essential drugs, there is still a low distribution rate of essential drugs in some regions, The purpose of this study is to straighten out the evaluation system of centralized procurement of essential drugs in Jiangsu Province, and analyze the results of the assessment so as to explore the problems existing in the examination system. Furthermore, the optimization strategy of centralized purchasing examination of essential drugs is put forward to ensure the realization of the goals of good quality, reasonable price and fair accessibility of essential drugs.
