【摘要】：本文以云南省特色小城鎮(zhèn)玉溪市新平縣戛灑鎮(zhèn)為例,探討新型城鎮(zhèn)化背景下這一西部重點(diǎn)小城鎮(zhèn)規(guī)劃建設(shè)中的得與失,探索云南特色小城鎮(zhèn)的可持續(xù)發(fā)展之路。作為云南省重點(diǎn)小城鎮(zhèn)的戛灑,其區(qū)位與交通條件優(yōu)勢(shì)明顯,戛灑鎮(zhèn)資源秉賦獨(dú)特珍貴,既依托哀牢山的自然資源,又具有獨(dú)特的花腰傣民族文化資源,還有豐富的礦產(chǎn)資源,這些資源為戛灑鎮(zhèn)發(fā)展旅游與工業(yè)奠定了基礎(chǔ)。近十年城鎮(zhèn)開發(fā)力度空前,城鎮(zhèn)建設(shè)取得了驕人成績(jī),城鎮(zhèn)空間總體形態(tài)與城鎮(zhèn)景觀環(huán)境變化明顯。本文對(duì)戛灑鎮(zhèn)城鎮(zhèn)空間變化進(jìn)行分析研究。從宏觀層面,通過區(qū)位交通與自然因素影響、規(guī)劃引導(dǎo)、政策背景等多方面對(duì)戛灑鎮(zhèn)空間總體形態(tài)進(jìn)行了綜合分析,總結(jié)出城鎮(zhèn)空間在發(fā)展過程的變化特征；從中觀層面,對(duì)城鎮(zhèn)街道空間、廣場(chǎng)空間、建筑風(fēng)貌、綠化景觀四個(gè)方面的變化進(jìn)行分析,提出戛灑鎮(zhèn)在快速發(fā)展階段出現(xiàn)的城鎮(zhèn)局部地段開發(fā)顯得過急、過快、過于粗放,對(duì)小城鎮(zhèn)原有愜意的山水環(huán)境帶來?yè)p失,令人痛惜；部分建筑體現(xiàn)出對(duì)形式的“過度追求”現(xiàn)象,至使城鎮(zhèn)整體風(fēng)貌“變化有余”而“統(tǒng)一不足”,也導(dǎo)致原本應(yīng)該清新素樸的小鎮(zhèn)景觀形象產(chǎn)生一定異化和退化等一系列問題。本文針對(duì)這些問題辨析的探討規(guī)劃對(duì)城鎮(zhèn)發(fā)展的影響以及經(jīng)濟(jì)、社會(huì)、政策、資本等多方面因素在城鎮(zhèn)建設(shè)環(huán)節(jié)中所起的作用,并基于云南新型城鎮(zhèn)化建設(shè)的需要,進(jìn)一步探討如何創(chuàng)新小城鎮(zhèn)規(guī)劃與管理機(jī)制、保障更高水平的建設(shè)成效,對(duì)戛灑特色小鎮(zhèn)未來的發(fā)展提出展望。論文研究成果對(duì)新型城鎮(zhèn)化背景下,我國(guó)西部地區(qū)具有自然與民族文化資源優(yōu)勢(shì)的同類小城鎮(zhèn)的規(guī)劃建設(shè)亦將有所啟示。
[Abstract]:Taking Cannes Town, Xinping County, Yuxi City, Yunnan Province as an example, this paper discusses the gains and losses in the planning and construction of this important small town in the western region under the background of new urbanization. To explore the sustainable development of small towns with Yunnan characteristics. As a key small town in Yunnan Province, its location and traffic conditions are obvious, and Cannes Town is endowed with unique and precious resources, relying on the natural resources of Ailao Mountain. It also has unique cultural resources of Huayao Dai nationality and abundant mineral resources, which have laid the foundation for the development of tourism and industry in Cannes Town. The overall form of urban space and the change of urban landscape environment are obvious. This paper analyzes and studies the urban spatial change of Cannes Town. From the macro level, through the influence of location traffic and natural factors, the planning guide, Policy background and other aspects of the overall shape of the Cannes town space comprehensive analysis, summed up the development of urban space in the process of change, from the mid-level, urban street space, square space, architectural style, Based on the analysis of the changes in four aspects of greening landscape, it is pointed out that the development of some parts of the town in the rapid development stage of Cannes town appears to be too urgent, too fast and too extensive, which brings losses to the original comfortable landscape environment of small towns, which makes people deplore; Part of the architecture reflects the phenomenon of "excessive pursuit" of form. So that the overall style of the town "changes more than" and "lack of unity", but also lead to the original fresh and plain small town landscape image to produce a certain number of alienation and degradation. This paper discusses the planning of these problems. The impact on urban development and the economy, The role of social, policy, capital and other factors in urban construction, and based on the needs of Yunnan's new urbanization construction, the paper further discusses how to innovate the planning and management mechanism of small towns to ensure a higher level of construction results. This paper puts forward the prospect of the future development of the special town of Gasa. Under the background of new urbanization, the planning and construction of the similar small towns with natural and national cultural resources advantages in the western region of China will also be enlighten.
