【摘要】： 國(guó)家“十一五”文化發(fā)展綱要將動(dòng)漫產(chǎn)業(yè)確定為未來文化發(fā)展的九大重點(diǎn)領(lǐng)域之一,許多城市已開始謀劃將動(dòng)漫產(chǎn)業(yè)打造為城市經(jīng)濟(jì)新的增長(zhǎng)點(diǎn),并力爭(zhēng)取得領(lǐng)先全國(guó)的地位。 這場(chǎng)圍繞動(dòng)漫產(chǎn)業(yè)展開的競(jìng)爭(zhēng),不論國(guó)內(nèi)國(guó)外,從一開始就表現(xiàn)出了非常明顯的地域特征,各地區(qū)政府在競(jìng)爭(zhēng)中也扮演著極為重要的角色,促進(jìn)本地動(dòng)漫企業(yè)實(shí)現(xiàn)集群化發(fā)展,打造具有競(jìng)爭(zhēng)優(yōu)勢(shì)的動(dòng)漫產(chǎn)業(yè)集群,已成為各地政府扶持動(dòng)漫產(chǎn)業(yè)發(fā)展的共同取向。 為此,如何能找準(zhǔn)政府的角色定位,明確政府在推動(dòng)動(dòng)漫產(chǎn)業(yè)集群發(fā)展中所起的作用,制定相應(yīng)的公共政策工具,促進(jìn)動(dòng)漫產(chǎn)業(yè)集群化發(fā)展是值得研究的問題。 本論文就是在這樣的背景下,從動(dòng)漫產(chǎn)業(yè)的概念入手,明確動(dòng)漫產(chǎn)業(yè)及動(dòng)漫產(chǎn)業(yè)集群的內(nèi)涵與特征、發(fā)展要素與發(fā)展階段;運(yùn)用公共管理和公共經(jīng)濟(jì)經(jīng)典理論,分析政府推動(dòng)動(dòng)漫產(chǎn)業(yè)集群發(fā)展的內(nèi)因與發(fā)揮作用的主要途徑;結(jié)合常州實(shí)際,研究?jī)蓚�(gè)不同發(fā)展階段政府所起的作用與存在問題;在借鑒國(guó)內(nèi)外政府推動(dòng)動(dòng)漫產(chǎn)業(yè)集群化發(fā)展經(jīng)驗(yàn)基礎(chǔ)上,提出具體的改進(jìn)措施和建議。 通過本文研究,明確動(dòng)漫產(chǎn)業(yè)集群各發(fā)展階段與政府角色定位、作用的關(guān)系;明確現(xiàn)階段常州推動(dòng)動(dòng)漫產(chǎn)業(yè)集群發(fā)展正實(shí)現(xiàn)政府主導(dǎo)向政府引導(dǎo)、由政策支持向環(huán)境支持兩大轉(zhuǎn)變;明確現(xiàn)階段常州政府推動(dòng)動(dòng)漫產(chǎn)業(yè)集群發(fā)展中主要存在產(chǎn)業(yè)集群戰(zhàn)略未能實(shí)現(xiàn)最好效果、集群發(fā)展外部環(huán)境建設(shè)力度不夠、人才培養(yǎng)尚待規(guī)范、全方位公共服務(wù)提供不足四大問題;明確建議常州政府在角色轉(zhuǎn)變中,引導(dǎo)多方參與,通過創(chuàng)新機(jī)制、加大投入、實(shí)施人才戰(zhàn)略、提供公共產(chǎn)品、搭建公共服務(wù)平臺(tái)等手段解決發(fā)展瓶頸問題。另外,也希望通過本文研究能對(duì)其他地區(qū)發(fā)展動(dòng)漫有一定的借鑒作用。
[Abstract]:The national "11th Five-Year Plan" cultural development outline will determine the animation industry as one of the nine key areas of future cultural development. Many cities have begun to plan to create animation industry as a new growth point of urban economy, and strive to achieve a leading position in the country. This competition around the animation industry, whether at home or abroad, has shown very obvious regional characteristics from the beginning, and regional governments also play an extremely important role in the competition. To promote the local animation enterprises to achieve cluster development, to create a competitive advantage of animation industry cluster, has become the common orientation of local governments to support the development of animation industry. Therefore, how to locate the role of the government, clarify the role of the government in promoting the development of animation industry cluster, formulate the corresponding public policy tools, and promote the development of animation industry cluster are worthy of study. This paper is in this background, starting with the concept of animation industry, to clarify the connotation and characteristics of the animation industry and animation industry cluster, development elements and stages; use of public management and public economy classic theory, This paper analyzes the internal causes and main ways for the government to promote the development of animation industry cluster, studies the role and existing problems of the government in two different stages of development, combined with the reality of Changzhou. Based on the experience of promoting the development of animation industry cluster at home and abroad, this paper puts forward concrete improvement measures and suggestions. Through the study of this paper, the relationship between the development stages of animation industry cluster and the role and role of the government is clear; it is clear that Changzhou is promoting the development of the animation industry cluster at this stage to realize the government leading to the government guidance. From policy support to environmental support, it is clear that at this stage Changzhou government promote animation industry cluster development mainly exist in the industrial cluster strategy failed to achieve the best results, cluster development of the external environment is not strong enough, Personnel training needs to be standardized, and the provision of all-round public services is not enough. It is clearly suggested that the Changzhou government should guide various parties to participate in the role change, increase investment through innovative mechanisms, implement the talent strategy, and provide public goods. Build public service platform and other means to solve the bottleneck of development. In addition, I also hope that this study can be used for reference to other regions to develop animation.
