【摘要】：農(nóng)村社區(qū)性公共產(chǎn)品是農(nóng)村公共服務體系的重要組成部分,其供給水平事關農(nóng)業(yè)生產(chǎn)、農(nóng)村生活條件的改善,對國家層面的城鄉(xiāng)統(tǒng)籌發(fā)展戰(zhàn)略目標的實現(xiàn)具有舉足輕重的作用。社區(qū)成員的合作行為是農(nóng)村社區(qū)性公共產(chǎn)品供給機制的形成與運行的基礎,這種合作行為既受制于經(jīng)濟因素,也受制于非經(jīng)濟因素。以新古典經(jīng)濟學的“理性經(jīng)濟人”去審視農(nóng)村社區(qū)性公共產(chǎn)品供給主體的合作行為,因其忽視社區(qū)的社會化問題而難以解釋發(fā)生在農(nóng)村社區(qū)范圍內(nèi)的自發(fā)合作秩序的形成邏輯；以社會學的視角去解釋農(nóng)村社區(qū)性公共產(chǎn)品供給主體的合作行為,因其忽視社區(qū)成員個人行為“非理性”,而難以解釋發(fā)生在農(nóng)村社區(qū)性公共產(chǎn)品供給過程中的非合作行為。本文以農(nóng)村社區(qū)性公共產(chǎn)品供給過程中的合作行為為研究對象,在對農(nóng)村社區(qū)性公共產(chǎn)品的概念和外延進行界定的基礎上,借助合作行為理論、公共產(chǎn)品供給理論、嵌入理論對農(nóng)村社區(qū)性公共產(chǎn)品供給過程中的“合作行為與非合作行為”進行深入觀察,認為農(nóng)村社區(qū)性公共產(chǎn)品供給過程中的主體合作行為內(nèi)生于主體的行為動機,是主體基于經(jīng)濟利益和社會利益計算,與主體行動環(huán)境有著內(nèi)在的邏輯關聯(lián),是嵌入到一定關系結(jié)構和社會情境中的互動行為,其表現(xiàn)出來的非連續(xù)行為與主體層面的個體、群體屬性特征有關,是主體屬性與特定環(huán)境共同作用的結(jié)果,同一主體之間因不同的合作內(nèi)容、合作情景而會呈現(xiàn)出不同的行為�；诖�,本文以新經(jīng)濟社會學的嵌入理論為指導建構基本分析框架,通過對農(nóng)村社區(qū)性公共產(chǎn)品供給中的個體與情境互動的考察,以Heckman的兩階段決策模型為基礎,采用田野調(diào)查數(shù)據(jù)對個體屬性與合作行為關系模型進行了檢驗,采用結(jié)構分析方法、動態(tài)博弈方法探討了村民群體之間合作行為與非合作行為的純策略演化穩(wěn)定條件、村民群體合作行為的演化穩(wěn)定混合策略條件；在村民、村民委員會、鄉(xiāng)鎮(zhèn)政府三者之間的合作博弈中,農(nóng)村社區(qū)性公共產(chǎn)品供給合作行為的形成機理取決于主體要素和制度要素的契合,因此,基于主體要素的基本屬性構建信任關系和治理結(jié)構,是實現(xiàn)農(nóng)村社區(qū)性公共產(chǎn)品供給合作行為的關鍵。
[Abstract]:Rural community public goods is an important part of rural public service system, and its supply level is related to the improvement of agricultural production and rural living conditions. The cooperative behavior of community members is the foundation of the formation and operation of the supply mechanism of rural community public goods, which is restricted by economic factors. Also subject to non-economic factors. To examine the cooperative behavior of the rural community public goods supply main body with the "rational economic person" of neoclassical economics, It is difficult to explain the logic of the spontaneous cooperation order in the rural community because it ignores the socialization of the community, and to explain the cooperative behavior of the main body of the supply of public goods in the rural community from the sociological perspective. It is difficult to explain the non-cooperative behavior that occurs in the process of supply of rural community public goods because of neglecting the "irrational" behavior of individual members of the community. This paper takes the cooperative behavior in the supply process of rural community public goods as the research object. On the basis of defining the concept and extension of rural community public goods, with the help of cooperative behavior theory, public goods supply theory, The embedding theory makes an in-depth observation of the cooperative and non-cooperative behaviors in the supply process of rural community-oriented public goods, and concludes that the principal cooperative behavior in the process of the supply of rural community-oriented public goods is based on the behavior motivation of the main body. The subject is based on the calculation of economic and social interests, and has an inherent logical correlation with the subject's environment of action. It is an interactive behavior embedded in a certain relationship structure and social situation, which shows the discontinuous behavior and the individual at the subject level. The characteristics of group attribute are the result of the interaction between the subject attribute and the specific environment. The same subject presents different behaviors because of the different cooperation content and the cooperation situation. Under the guidance of the embedding theory of New Economic Sociology, this paper constructs a basic analytical framework, through the investigation of the interaction between individual and situation in the supply of rural community public goods, and based on the two-stage decision-making model of Heckman. Field survey data are used to test the relationship between individual attributes and cooperative behavior, and structural analysis method and dynamic game method are used to study the evolution and stability conditions of cooperative behavior and non-cooperative behavior among villagers. In the cooperative game among villagers, villagers committee and township government, The forming mechanism of rural community-oriented public goods supply and cooperation depends on the agreement between the main elements and the institutional elements. Therefore, the trust relationship and governance structure are constructed based on the basic attributes of the principal elements. It is the key to realize the cooperative behavior of supply and cooperation of rural community public goods.
