【摘要】：南海主權(quán)爭(zhēng)端是中國當(dāng)前面臨的一個(gè)重大問題,由于臺(tái)灣實(shí)際控制著一部分南海海域,理解臺(tái)灣的南海政策有著重要意義。兩蔣時(shí)期,臺(tái)灣當(dāng)局始終堅(jiān)持南海主權(quán),但因?qū)嵙λ?難以有實(shí)質(zhì)性舉措。兩蔣時(shí)期的南海政策在李登輝執(zhí)政早期和馬英九執(zhí)政時(shí)期得到了繼承和發(fā)展。兩黨輪替開始后,李登輝的臺(tái)獨(dú)面目逐漸暴露,開始消極對(duì)待南海問題;陳水扁則采取了淡化南海主權(quán)的政策,當(dāng)前蔡英文更是采取了“去中國化”的南海政策。從歷史長(zhǎng)周期來看,臺(tái)灣的南海政策已經(jīng)受到兩黨政治的影響,服從并服務(wù)于國民黨和民進(jìn)黨的政治主張,隨兩黨輪流執(zhí)政呈現(xiàn)出搖擺狀特征。而且受域外勢(shì)力尤其是美國的影響很大,亦受到大陸中央政府南海政策的制約。這一特征使兩岸在南海問題上采取聯(lián)合行動(dòng)的變數(shù)和難度都很大。
[Abstract]:The sovereignty dispute in the South China Sea is a major issue facing China at present. Since Taiwan actually controls part of the South China Sea, it is of great significance to understand Taiwan's policy in the South China Sea. During the period of Chiang Kai-shek, the Taiwan authorities always insisted on the sovereignty of the South China Sea, but because of the limitation of power, it was difficult to take substantive measures. The South China Sea policy of the two Jiang dynasties was inherited and developed in the early days of Li Denghui and Ma Yingjiu. After the change of the two parties, Li Denghui gradually exposed its Taiwan independence features and began to treat the South China Sea issue passively, while Chen Shuibian adopted the policy of desalinating the sovereignty of the South China Sea, and Tsai Ing-wen adopted the policy of "de-Sinicization" in the South China Sea at present. Judging from the long period of history, Taiwan's South China Sea policy has been influenced by the politics of the two parties. Moreover, the influence of foreign forces, especially the United States, is also restricted by the policy of the central government in the South China Sea. This feature makes it difficult and variable for both sides to take joint action on the South China Sea issue.
