中西方公民意識(shí)發(fā)展路徑及特點(diǎn)的比較分析——權(quán)利與責(zé)任的博弈與反思

【摘要】：由于中西方不同的文化和發(fā)展秩序及所處歷史發(fā)展階段的不同,公民意識(shí)的發(fā)展也呈現(xiàn)了兩種不同的發(fā)展路徑及特點(diǎn)。西方國(guó)家的公民意識(shí)沿襲的是一種自下而上的發(fā)展路徑,體現(xiàn)為原生性,從內(nèi)容上看則是權(quán)利意識(shí)主導(dǎo)下的權(quán)利意識(shí)與責(zé)任意識(shí)的共生。而中國(guó)的公民意識(shí)更多的是一種自上而下的政府主導(dǎo)路徑,體現(xiàn)為構(gòu)建性,從內(nèi)容上看,權(quán)利意識(shí)與責(zé)任意識(shí)呈現(xiàn)一種雜糅的特性,難分伯仲。因此,中國(guó)公民意識(shí)的的發(fā)展不僅要發(fā)揮政府所起的主導(dǎo)作用,同時(shí)還要正確的看待來(lái)自底層的個(gè)體權(quán)利抗?fàn)?而介乎兩者之間的中間性的社群組織的作用亦不容小覷。
[Abstract]:Due to the different cultural and developmental order in China and the West and the different historical development stages, the development of civic consciousness also presents two different development paths and characteristics. The citizenship consciousness of the western countries follows a bottom-up path of development, which embodies the originality and, in content, is the symbiosis of the right consciousness and the responsibility consciousness dominated by the right consciousness. But the Chinese citizen consciousness is more a top-down government leading path, which is embodied in the construction. From the content point of view, the right consciousness and the responsibility consciousness present a kind of mixed characteristic, which is hard to distinguish. Therefore, the development of Chinese citizen consciousness should not only exert the leading role of the government, but also correctly treat the individual rights struggle from the bottom, and the role of the intermediate social organization between the two should not be underestimated.
