【摘要】: 自從秦始皇統(tǒng)一六國建立一個(gè)中央集權(quán)的封建國家以后,就隨之建立起一套完整的封建國家官僚制度,而其中最重要的就是在中央建立三公九卿制度。東漢以后,尚書省逐漸成為行政中心,九卿的權(quán)利與作用也就逐漸縮小,魏晉南北朝時(shí)期三公九卿制開始向三省六部九寺轉(zhuǎn)化,至唐朝,尚書省成為中央行政機(jī)關(guān),而九卿就變成了朝廷的事務(wù)機(jī)關(guān)。而本篇論文就是專門論述唐代九卿之一——太仆寺。 馬在古代交通運(yùn)輸和軍事武備方面具有重要意義,因此歷朝政府都相當(dāng)重視,設(shè)有專門的管理部門,在唐朝政府部門就有專職機(jī)構(gòu)——太仆寺,負(fù)責(zé)馬政管理。唐代太仆寺是中央重要官職,它掌管著全國馬政、車輿、畜牧飼養(yǎng)以及宴會祭祀等,并且與唐代政治有很大關(guān)系,同時(shí)與唐代禮制、軍事以及財(cái)政方面也有一定聯(lián)系。而學(xué)術(shù)界迄今未見到以唐代太仆寺為專題的系統(tǒng)研究,因此本文通過對太仆寺的詳細(xì)研究,從其職掌方面,對涉及唐代的一些制度作一解讀。 本文正文分為五部分。首先,對于唐代太仆寺的歷史沿革、太仆寺內(nèi)的職官設(shè)置及其六個(gè)下屬機(jī)構(gòu)的設(shè)置等方面,進(jìn)行詳細(xì)的論述。第二部分,論述了太仆寺的中央職能以及本職工作以外的其他職掌。第三部分,論述太仆寺最主要的生產(chǎn)機(jī)構(gòu)——監(jiān)牧,以及管理制度以及設(shè)置專門的法律來保證監(jiān)牧的正常生產(chǎn)。第四部分,從歷任太仆卿的遷入、遷出官職的轉(zhuǎn)變來論述與唐代政治的關(guān)系,分析了前后期的官職變化。最后一部分,論述了唐代權(quán)力不斷擴(kuò)大的使職對太仆寺職能的侵奪,太仆寺與駕部、尚乘局的關(guān)系,以及論述太仆寺職能不斷被削奪的內(nèi)部原因。最后簡要總結(jié)了唐代太仆寺的歷史地位以及在封建社會馬政史上所處的歷史地位及其對后代養(yǎng)馬業(yè)的影響。
[Abstract]:Since Qin Shihuang unified the six countries and established a centralized feudal state, a complete feudal state bureaucracy has been established, the most important of which is the establishment of the three public and nine Qing systems at the central level.After the Eastern Han Dynasty, Shangshu Province gradually became the administrative center, and the power and function of Jiuqing gradually decreased. During the Wei, Jin, Southern and Northern dynasties, the three public and nine Qing systems began to transform into three provinces, six ministries and nine monasteries. In the Tang Dynasty, Shangshu province became the central administrative organ.Jiuqing became the official organ of the court.This paper is devoted to the Tang Dynasty, one of the nine-member-Taibu Temple.Ma was of great significance in ancient transportation and military preparations, so the governments of all dynasties attached great importance to it and had special administrative departments. In the Tang Dynasty, the government departments had a specialized organization, the Taibu Temple, which was responsible for the management of the horse and government.Taibu Temple in Tang Dynasty is an important official post in the central government. It is in charge of the national horse politics, che Yu, animal husbandry and banquets and sacrifices, and has a great relationship with Tang Dynasty politics, as well as with the ritual system, military affairs and finance of the Tang Dynasty.So far, the academic circles have not seen a systematic study on Taibu Temple in Tang Dynasty, so this paper makes an interpretation of some systems involved in the Tang Dynasty through the detailed study of Taibu Temple.The text of this paper is divided into five parts.First of all, the history of Taipu Temple in Tang Dynasty, the establishment of official and its six subordinate organizations are discussed in detail.In the second part, it discusses the central function of Taibu Temple and other duties other than its own work.In the third part, the author discusses the main production organization of Taibu Temple, the supervision of animal husbandry, the management system and the establishment of special laws to ensure the normal production of the supervision of animal husbandry.The fourth part discusses the relation with the politics of Tang Dynasty and analyzes the change of official post in the former and later period.In the last part, the author discusses the encroachment of the power of the Tang Dynasty on the function of Taibu Temple, the relationship between the Taipao Temple and the Ministry of driving, and the internal reasons for the constant removal of the functions of the Taihu Temple.At last, the paper summarizes the historical status of Taipu Temple in Tang Dynasty and its influence on the horse raising industry of future generations in the history of horse politics in feudal society.
