【摘要】：“徐州建省”始于清末,無論是北洋政府還是南京國民政府都嘗試進(jìn)行省制改革,其中大都主張?jiān)谛熘萁⒁皇�。尤其是淮海�?jīng)濟(jì)區(qū)成立以后,徐州的地位日益重要,要求徐州建省的聲音再次出現(xiàn),因此有必要對徐州建省的歷史淵源進(jìn)行梳理。本文主要分析各個(gè)歷史時(shí)期的關(guān)于徐州建省的方案,以檔案與報(bào)刊為主,進(jìn)行對比分析,歸納徐州建省的原因與影響以及各方案的相同以及不同之處。內(nèi)容主要分為第一章徐州建省的源起,第二章張謇與“江淮省”,第三章江北分省運(yùn)動,第四章民國省制改革中的徐州建省,第五章特殊的歷史產(chǎn)物:“偽淮海省”以及第六章各建省方案對比,通過對過程與原因的分析,探討所給予的歷史啟示。徐州建省的倡導(dǎo)者有政治家如張謇,地方士紳如張世毅,學(xué)者如張其昀、傅角今、胡煥庸等,其主張?jiān)谛熘萁ㄊ〉闹饕蛴?原省制規(guī)劃不合理;徐州為戰(zhàn)略要地,交通樞紐與能源基地;四省交界,匪患嚴(yán)重;與江南地形、文化、風(fēng)俗不同。而且徐州自身的經(jīng)濟(jì)發(fā)展也是徐州建省的重要推動力,徐州由邊緣之地逐漸成長為區(qū)域之中心,具備成為省會的條件。省制改革牽一發(fā)而動全身,要綜合多種因素進(jìn)行權(quán)衡,而穩(wěn)定的政治經(jīng)濟(jì)社會環(huán)境、強(qiáng)力的中央政府、科學(xué)全面的規(guī)劃是必備條件,但是近代的中國政局動蕩,中央與地方矛盾重重,不可能進(jìn)行真正意義上的省制改革,這就決定了徐州建省不可能成功。
[Abstract]:The "establishment of a province in Xuzhou" began in the late Qing Dynasty. Both the Beiyang government and the Nanjing National Government tried to reform the provincial system. Most of them advocated the establishment of a province in Xuzhou. Especially after the establishment of the Huaihai Economic Zone, Xuzhou's position became increasingly important. It is necessary to sort out the historical origin of Xuzhou province. This paper mainly analyzes the program of Xuzhou province in every historical period, mainly through archives and newspapers, and makes a comparative analysis. The reasons and effects of Xuzhou province construction, the similarities and differences of each scheme are summarized. The contents are divided into the first chapter, the origin of Xuzhou province, the second chapter Zhang Jian and "Jianghuai province", the third chapter, the movement of dividing provinces in north of the Yangtze River. Chapter 4th, Xuzhou Province in the Reform of the Republic of China system, 5th chapters special historical products: "pseudo-Huaihai Province" and 6th chapter of the provincial program comparison, through the analysis of the process and reasons, The advocates of establishing a province in Xuzhou include politicians such as Zhang Jian, local gentry such as Zhang Shiyi, scholars such as Zhang Qiyun, Fu Jiao Jin, Hu Huanyong and so on. The main reasons for the proposal to build a province in Xuzhou are as follows: the original provincial system planning is unreasonable; Xuzhou is a strategic location, a transportation hub and an energy base; the border of the four provinces is seriously affected by banditry; it is different from the topography, culture, and customs of the southern part of the Yangtze River. Moreover, Xuzhou's own economic development is also an important driving force for Xuzhou's establishment of the province. Xuzhou has gradually grown from a marginal land to a regional center, with the conditions to become the provincial capital. The provincial system reform should be balanced by a variety of factors, with a stable political, economic and social environment and a strong central government. Scientific and comprehensive planning is a necessary condition, but the political turmoil in modern China, the central and local contradictions, it is impossible to carry out a real sense of the provincial system reform, which determines the establishment of Xuzhou province can not be successful.
