【摘要】：從18世紀50年代開始,法國輿論界圍繞1/20稅展開的有關稅收特權的辯論促進了財政公開性的政治話語的形成。在此過程中,高等法院等特權機構扮演了重要角色。但是,它們在抗議王權的新稅制、為等級—團體社會的特權制度辯護時,使用的權利、自由等概念,其表現(xiàn)形式是多樣的、復數(shù)的:在一個以個別主義為組織原則的社會,不同的群體有不同的權利和自由,這種局面是歷史形成的。到1780年前后,關于稅收特權的思考和辯論中逐漸發(fā)展出一種超越個別性、忽視歷史先例、基于普遍理性和平等原則的新政治話語,這也是對特權者們所使用的概念的單數(shù)化和抽象化的過程。這個語義——概念史的轉(zhuǎn)變過程,內(nèi)嵌于18世紀后期法國政治—社會史的發(fā)展進程之中;它在重塑傳統(tǒng)概念的同時,也改變了它們之間的關系。在這方面,自由與平等這對概念從不兼容到并立的轉(zhuǎn)變最為重要。
[Abstract]:Since the 1850s, the debate on tax privilege in the French press around the one-twentieth tax has promoted the formation of the political discourse of fiscal openness. In the process, privileged institutions such as the High Court played an important role. But in protesting Wang Quan's new tax system and defending the privileged system of a hierarchical society, the concepts of rights, freedoms, etc., are expressed in various, plural forms: in a society where individualism is the principle of organization. Different groups have different rights and freedoms, this situation is formed by history. By 1780 or so, the thinking and debate on tax privilege had gradually developed a new political discourse that transcended individualism, ignored historical precedents, and was based on the principles of universal rationality and equality. This is also the singular and abstract process of the concepts used by the privileged. The process of transformation of the semantic-conceptual history is embedded in the development of the French political-social history in the late 18th century. It not only reshapes the traditional concepts but also changes the relationship between them. In this respect, freedom and equality are most important for the transformation of concepts from incompatibility to coexistence.
