【摘要】：改革開放以來,我國文化建設加快發(fā)展,文化日益繁榮,開創(chuàng)了中國特色社會主義領域新局面。公共文化服務是我國文化建設的新領域,也是擺在我們面前的一個重要課題。隨著十七大以來,黨和政府對農(nóng)村公共文化事業(yè)發(fā)展的高度重視,我國農(nóng)村公共文化服務取得了可喜的進步,人民群眾基本文化需求和參與愿望日益增加,內(nèi)容豐富,形式多樣的公共文化服務越來越被社會公眾所享用,但是公共文化建設卻滯后于經(jīng)濟發(fā)展,農(nóng)民精神文化生活還較為貧乏,不能滿足人民群眾在精神文化生活方面的更高要求。農(nóng)村公共文化建設與全面建設“生產(chǎn)發(fā)展,生活豐富,鄉(xiāng)風文明,村容整潔,管理民主”的新農(nóng)村建設目標還存在著不相適應的支出。因此,在黨的十七屆六中全會和十八屆三中全會到六中全會上都提出了惠民政策向農(nóng)村傾斜的號召,以建設中國特色社會主義為引領,堅持科學發(fā)展觀要求,弘揚社會主義核心價值體系,以馬克思主義文化觀的理論來指導農(nóng)村公共文化建設。近年來新疆焉耆縣在農(nóng)村公共文化建設方面做了許多努力,取得了一些成就。文化惠民工程成效明顯,農(nóng)村公共文化陣地建設不斷加強。但是取得成績的同時還存在一些問題,如資金不足,公共文化供給與農(nóng)民所需錯位,人才隊伍嚴重短缺,體制不健全等問題。因此,本文在以往學者研究的基礎上,以新疆焉耆縣為例,對農(nóng)村公共文化建設進行分析和論述。本文從五個部分開展論述。第一部分介紹論文研究目的及意義,國內(nèi)外研究綜述,以及論文研究的具體方法。第二部分是農(nóng)村公共文化建設的相關理論概述。在界定了公共文化,農(nóng)村公共文化以及公共文化理論,進而詳細的闡述了農(nóng)村公共文化建設的重要性。第三部分主要以新疆焉耆縣為例,分析了農(nóng)村公共文化建設取得的成績和存在的問題。在此基礎上分析了農(nóng)村公共文化建設受政府,資源,資金,人才隊伍,基礎設施制約等原因分析。第四部分根據(jù)原因分析,提出了農(nóng)村公共文化建設的有效對策建議。第五部分是筆者對本論文的總結(jié)。
[Abstract]:Since the reform and opening-up, the cultural construction of our country has been accelerated and the culture has become more and more prosperous, creating a new situation in the field of socialism with Chinese characteristics. Public cultural service is not only a new field of cultural construction in China, but also an important subject in front of us. Since the 17th CPC National Congress, the Party and the government have attached great importance to the development of rural public cultural undertakings, and China's rural public cultural services have made gratifying progress. The people's basic cultural needs and aspirations for participation are increasing day by day, and the contents are rich. Various forms of public cultural services are more and more enjoyed by the public, but the construction of public culture lags behind the economic development, the spiritual and cultural life of farmers is still relatively poor, can not meet the higher requirements of the people in the spiritual and cultural life. The construction of rural public culture and all-round construction "production development, rich life, civilized rural style, clean and tidy village, management democracy" of the new rural construction objectives still have not adapted to the expenditure. Therefore, both the sixth Plenary session of the 17th CPC Central Committee and the third Plenary session of the 18th CPC Central Committee and the sixth Plenary session of the 18th CPC Central Committee put forward the call for the policy of benefiting the people to tilt towards the countryside, guided by the construction of socialism with Chinese characteristics, and adhering to the requirements of the scientific outlook on development. Carry forward the socialist core value system and guide the construction of rural public culture with the theory of Marxist cultural view. In recent years, Yanqi County in Xinjiang has made a lot of efforts and made some achievements in the construction of rural public culture. Cultural benefit to the people has achieved remarkable results, and the construction of rural public cultural positions has been continuously strengthened. But at the same time, there are still some problems, such as lack of funds, misplacement of public cultural supply and farmers' needs, serious shortage of talents, imperfect system and so on. Therefore, taking Yanqi County of Xinjiang as an example, this paper analyzes and discusses the construction of rural public culture on the basis of previous scholars' research. This paper discusses from five parts. The first part introduces the purpose and significance of the paper, the domestic and foreign research summary, and the specific methods of the paper. The second part is the related theory summary of rural public culture construction. In the definition of public culture, rural public culture and the theory of public culture, and then elaborated in detail the importance of the construction of rural public culture. The third part, taking Yanqi County as an example, analyzes the achievements and problems in the construction of rural public culture. On this basis, the paper analyzes the reasons why the construction of rural public culture is restricted by the government, resources, funds, talents, infrastructure and so on. The fourth part, according to the reason analysis, puts forward the effective countermeasures and suggestions for the construction of rural public culture. The fifth part is the author's summary of this paper.
