【摘要】：有效供給公共文化服務(wù)是體現(xiàn)國家治理能力、財(cái)政現(xiàn)代化程度的重要領(lǐng)域。實(shí)證分析結(jié)果表明:公共文化服務(wù)財(cái)政供給效率波動性比較明顯,技術(shù)有效性和規(guī)模有效性亟待提高;地區(qū)之間差距較大,尚未實(shí)現(xiàn)均等化供給;公共文化服務(wù)的支出效率和經(jīng)濟(jì)發(fā)展水平之間不存在必然的相關(guān)性,地方政府重視程度是影響公共文化服務(wù)是否有效供給的重要因素;公共文化服務(wù)尚未實(shí)現(xiàn)標(biāo)準(zhǔn)化供給�；诖�,亟需從財(cái)政角度探尋實(shí)現(xiàn)公共文化服務(wù)供給標(biāo)準(zhǔn)化、均等化、社會化的對策,為國家善治提供精神動力和文化支撐。
[Abstract]:The effective provision of public cultural services is an important field to reflect the ability of national governance and the degree of financial modernization. The empirical results show that: the efficiency of public cultural services financial supply volatility is obvious, the technical effectiveness and scale effectiveness need to be improved, the gap between regions is large, the equalization of supply has not yet been realized. There is no necessary correlation between the expenditure efficiency of public cultural services and the level of economic development. The degree of attention paid by local governments is an important factor affecting the effective supply of public cultural services, and the standardized supply of public cultural services has not yet been realized. Based on this, it is urgent to explore the countermeasures to realize the standardization, equalization and socialization of the public cultural service supply from the financial point of view, and to provide spiritual power and cultural support for the good governance of the country.
