【摘要】：歐洲債務(wù)危機(jī)在持續(xù)四年多之后基本度過高潮期,歐元區(qū)包括歐洲聯(lián)盟(歐盟)正趨于穩(wěn)定。此次歐債危機(jī)的持續(xù)時(shí)間長、波及面廣,必然對歐盟和歐洲一體化進(jìn)程產(chǎn)生深遠(yuǎn)影響。第一,歐債危機(jī)促使歐盟的一體化從"單速"轉(zhuǎn)向"雙速"甚至"多速";第二,歐債危機(jī)不僅揭示出歐盟本質(zhì)上依然還是一個(gè)特殊的國際政府間組織,而且致使歐洲一體化更難以向可與大國比肩的國際體系中"極"的方向發(fā)展;第三,盡管歐債危機(jī)顯示歐盟難以成為世界一"極",但卻促使其已擁有的某些專屬權(quán)限進(jìn)一步強(qiáng)化,歐盟在當(dāng)前的國際體系轉(zhuǎn)型中依然還有影響力。因此,歐債危機(jī)不僅不會(huì)導(dǎo)致歐盟解體,而且還會(huì)在一定程度上促使歐盟及歐洲一體化進(jìn)程呈現(xiàn)出某種新的特征。這對中歐全面戰(zhàn)略伙伴關(guān)系的未來建構(gòu)有著重要的理論和政策意義。
[Abstract]:The euro zone, including the European Union (EU), is stabilising after more than four years of high levels of debt crisis. It will inevitably have a profound impact on the process of EU and European integration. First, the European debt crisis has prompted the EU integration from "single speed" to "double speed" or even "multi-speed"; second, Not only does the European debt crisis reveal that the EU is still essentially a special international intergovernmental organization, but it also makes it more difficult for European integration to move in the direction of "pole" in an international system comparable to that of the great powers; third, Although the European debt crisis has shown that it is difficult to become the "pole" of the world, it has led to the further strengthening of some of the exclusive powers it already has, and the EU still has influence in the current transformation of the international system. The European debt crisis will not only lead to the disintegration of the European Union, but also promote the process of European Union and European integration to a certain extent, which has important theoretical and policy significance for the future construction of China-EU comprehensive strategic partnership.
