【摘要】：隨著經(jīng)濟(jì)社會(huì)發(fā)展水平的不斷提高,統(tǒng)計(jì)工作的重要性越來越得到人們的認(rèn)可。人類活動(dòng)的一切領(lǐng)域幾乎都無法離開統(tǒng)計(jì)工作。統(tǒng)計(jì)數(shù)據(jù)質(zhì)量作為衡量統(tǒng)計(jì)工作績(jī)效水平的重要依據(jù),社會(huì)各界對(duì)其給予了更多的關(guān)注,也提出了更高的要求。近年來,我國(guó)政府一直在致力于提高統(tǒng)計(jì)數(shù)據(jù)質(zhì)量,雖然取得了一定的進(jìn)步,但是仍然無法滿足社會(huì)公眾對(duì)統(tǒng)計(jì)數(shù)據(jù)質(zhì)量的需求。為盡快滿足社會(huì)各界對(duì)統(tǒng)計(jì)數(shù)據(jù)質(zhì)量的需求,使我國(guó)統(tǒng)計(jì)工作盡快與國(guó)際接軌,對(duì)我國(guó)統(tǒng)計(jì)數(shù)據(jù)質(zhì)量現(xiàn)狀及其成因進(jìn)行系統(tǒng)的研究,對(duì)影響統(tǒng)計(jì)數(shù)據(jù)質(zhì)量的因素進(jìn)行必要的分析,為促進(jìn)我國(guó)統(tǒng)計(jì)數(shù)據(jù)質(zhì)量的提高提出政策建議就顯得尤為必要。 本文共分為6章。首先,介紹了我國(guó)統(tǒng)計(jì)數(shù)據(jù)質(zhì)量的研究背景及研究意義,以此來說明對(duì)我國(guó)統(tǒng)計(jì)數(shù)據(jù)質(zhì)量進(jìn)行研究的必要性。其次,對(duì)我國(guó)統(tǒng)計(jì)數(shù)據(jù)質(zhì)量的含義進(jìn)行了簡(jiǎn)要分析,定義了統(tǒng)計(jì)數(shù)據(jù)質(zhì)量的概念,說明了我國(guó)統(tǒng)計(jì)數(shù)據(jù)質(zhì)量概念正在從狹義向廣義轉(zhuǎn)變。同時(shí)對(duì)我國(guó)統(tǒng)計(jì)數(shù)據(jù)質(zhì)量的現(xiàn)狀及存在的問題進(jìn)行了描述。并且從統(tǒng)計(jì)數(shù)據(jù)質(zhì)量與統(tǒng)計(jì)方法制度的關(guān)系入手,搜集了大量數(shù)據(jù)進(jìn)行對(duì)比分析,以此說明統(tǒng)計(jì)方法制度對(duì)統(tǒng)計(jì)數(shù)據(jù)質(zhì)量的影響。第三,用PEST分析法對(duì)當(dāng)前統(tǒng)計(jì)工作和統(tǒng)計(jì)數(shù)據(jù)面對(duì)的各方面環(huán)境進(jìn)行解析,得出當(dāng)前統(tǒng)計(jì)工作亟待改革的結(jié)論。第四,展示部分重要統(tǒng)計(jì)數(shù)據(jù)和指標(biāo)的生產(chǎn)過程,從過程中找到當(dāng)前統(tǒng)計(jì)數(shù)據(jù)質(zhì)量存在問題的原因。第五,對(duì)影響統(tǒng)計(jì)數(shù)據(jù)質(zhì)量的因素進(jìn)行了系統(tǒng)分析。第六,根據(jù)影響統(tǒng)計(jì)數(shù)據(jù)質(zhì)量的因素分析,找出提高統(tǒng)計(jì)數(shù)據(jù)質(zhì)量的方法及對(duì)策。
[Abstract]:With the continuous improvement of the level of economic and social development, the importance of statistical work has become more and more recognized. Almost all areas of human activities can not leave statistical work. Statistical data quality is an important basis for measuring the level of statistical work performance. All walks of life have given more attention to it, and also put forward higher needs. In recent years, our government has been working to improve the quality of statistical data, although it has made some progress, but still can not meet the needs of the social public on the quality of statistical data. In order to meet the needs of the quality of statistical data from all walks of life as soon as possible, the statistical work in China is in line with the international standards, and the quality of statistical data in our country is present. It is necessary to analyze the factors that affect the quality of statistical data and make policy suggestions for the improvement of the quality of statistical data in China.
This paper is divided into 6 chapters. First, the research background and significance of statistical data quality in China are introduced to illustrate the necessity of research on the quality of statistical data in China. Secondly, the meaning of statistical data quality in China is briefly analyzed, the concept of statistical data quality is defined, and the concept of statistical data quality in China is explained. It is changing from the narrow sense to the broad sense. At the same time, it describes the status and existing problems of statistical data quality in China. And starting with the relationship between statistical data quality and statistical method system, a large number of data are collected and analyzed to explain the effect of statistical method system on the quality of statistical data. Third, with the PEST analysis method, The current statistical work and statistical data in all aspects of the environment are analyzed to get the conclusion that the current statistical work needs to be reformed. Fourth, show the production process of some important statistical data and indicators, and find out the reasons for the current statistical data quality problems in the process. Fifth, the factors affecting the quality of statistical data are carried out. Unified analysis. Sixth, according to the factors that affect the quality of statistical data, find out the methods and Countermeasures to improve the quality of statistical data.
