【摘要】：流浪兒童作為特殊的弱勢群體,其生存環(huán)境通常呈現(xiàn)出復(fù)雜性與艱苦性的特征,公辦機構(gòu)是兒童救助保護的重要力量。國內(nèi)關(guān)于流浪兒童機構(gòu)救助的研究主要集中在社會福利、社會排斥、社會保障等層面,尚且沒有學(xué)者從哲學(xué)視角探討流浪兒童的機構(gòu)救助工作。本文以流浪兒童及其救助機構(gòu)的社會工作服務(wù)為研究對象,通過對NJ市救助管理站流浪未成年人保護中心和機構(gòu)內(nèi)流浪兒童的深入調(diào)查和分析,將巴赫金對話理論與社會工作專業(yè)理論相結(jié)合,分析討論流浪兒童的需要、流浪兒童機構(gòu)救助的現(xiàn)狀、社會工作介入流浪兒童機構(gòu)救助的必要性、可行性與具體運行機制,從而為今后的流浪兒童救助工作提供理論借鑒和實踐指導(dǎo)。流浪兒童機構(gòu)救助工作既需要公辦機構(gòu)的專業(yè)服務(wù),也需要從流浪兒童自身出發(fā),真正了解他們的需要,提供有針對性的社會工作服務(wù)。本文運用個案分析法、訪談法、文獻法相結(jié)合的研究方法,對NJ市救助管理站的流浪兒童和工作人員進行調(diào)查研究。調(diào)查顯示,社會工作服務(wù)的介入能夠有效改變流浪兒童的對話方式、彌補傳統(tǒng)機構(gòu)救助服務(wù)的不足,但同時也面臨著介入資源有限、服務(wù)缺乏持續(xù)性和本土化不足的困境。在此基礎(chǔ)上,筆者結(jié)合巴赫金對話理論提出改善流浪兒童救助工作的對策建議,即通過社會工作者與流浪兒童及其各層級社會系統(tǒng)展開對話,以此構(gòu)建新型對話服務(wù)模式、互動對話式的兒童救助保護體系和本土社會工作服務(wù)體系。研究顯示,對話導(dǎo)向的社會工作介入服務(wù)不僅能有效提升流浪兒童機構(gòu)救助的效率,同時還可以通過主體間性的對話服務(wù)方式增強流浪兒童的對話意識與對話能力,融洽他們與各級社會系統(tǒng)的互動關(guān)系,構(gòu)建和諧、互助、共贏的人際關(guān)系,最終實現(xiàn)全方位多層次的對話型兒童保護服務(wù)體系。巴赫金對話理論涵蓋著話語權(quán)、對話方式與對話能力三個方面的價值建構(gòu),對話型的救助服務(wù)要求工作者從這三個價值觀出發(fā),通過話語賦權(quán)、改善溝通方式和對話能力提升,真正了解流浪兒童的需要,分析、評估流浪兒童面臨的問題,從而更有效地解決問題,實現(xiàn)流浪兒童的成長和發(fā)展。巴赫金對話理論與社會工作的價值理念、工作方法、專業(yè)功能相互契合,其蘊含的人文主義、人際主義和人本精神可以為社會工作理論的發(fā)展提供有利借鑒。通過本研究,筆者期望流浪兒童機構(gòu)救助工作能夠重視社會工作的介入,改善社會工作介入的問題與不足,發(fā)展更科學(xué)、更合理的救助模式,也希望通過流浪兒童主體性和對話性的發(fā)揮,以個人的內(nèi)在動力促進救助工作的開展,這不僅是生存方式的改變,也將促進流浪兒童自身多方面的發(fā)展。
[Abstract]:As a special vulnerable group, the living environment of street children usually presents the characteristics of complexity and hardship. Domestic research on institutional assistance for street children mainly focuses on social welfare, social exclusion, social security, and so on. There are no scholars from a philosophical perspective to explore the institutional relief of street children. This paper takes the social work service of street children and its relief institutions as the research object, through the in-depth investigation and analysis of the street children's protection centers and institutions in NJ city rescue and management station. Combining Bakhtin's dialogue theory with the professional theory of social work, this paper analyzes and discusses the needs of street children, the present situation of institutional assistance for street children, the necessity, feasibility and concrete operating mechanism of social work intervention in the institutional rescue of street children. So as to provide theoretical reference and practical guidance for the future relief work of street children. The relief work of street children needs not only the professional services of public agencies, but also the needs of street children themselves, so as to provide targeted social work services. By using the method of case analysis, interview and literature, this paper investigates the street children and staff in NJ city rescue management station. The investigation shows that the intervention of social work service can effectively change the dialogue mode of street children and make up for the insufficiency of traditional institutional assistance services. But at the same time, it also faces the dilemma of limited intervention resources, lack of continuity and localization of services. On this basis, based on Bakhtin's dialogue theory, the author puts forward countermeasures and suggestions to improve the relief work of street children, that is, through social workers and street children and their various social systems to start a dialogue, so as to build a new model of dialogue services. Interactive dialogue-based child assistance and protection system and local social work service system. The research shows that the dialogue-oriented social work intervention service can not only effectively enhance the efficiency of institutional assistance for street children, but also enhance the dialogue awareness and ability of street children through inter-subjectivity dialogue services. Harmony between them and the social system at all levels of interaction, to build a harmonious, mutual help, win-win interpersonal relationship, and ultimately achieve a comprehensive multi-level child protection services system. Bakhtin's dialogue theory covers the value construction of three aspects: the right of speech, the way of dialogue and the ability of dialogue. The relief service for discourse requires workers to start from these three values and improve their communication mode and ability through discourse empowerment. To understand the needs of street children, analyze and evaluate the problems faced by street children, so as to solve the problems more effectively and realize the growth and development of street children. Bakhtin's dialogue theory and social work's value concept, working method and professional function agree with each other. The humanistic, interpersonal and humanistic spirit contained in Bakhtin's dialogue theory can provide beneficial reference for the development of social work theory. Through this study, the author hopes that the aid work of street children can pay attention to the intervention of social work, improve the problems and shortcomings of social work intervention, and develop a more scientific and reasonable relief mode. It is also hoped that through the subjectivity and dialogue of street children, the development of relief work will be promoted by the internal power of the individual, which is not only the change of the way of life, but also the development of many aspects of the street children themselves.
