【摘要】： 我國雖然已經(jīng)完成了從社會轉(zhuǎn)型期向社會建設(shè)期的轉(zhuǎn)變,并且遇到了重要的戰(zhàn)略機(jī)遇期,但是經(jīng)濟(jì)和社會發(fā)展中仍然存在一些突出的矛盾和問題。隨著高等教育由精英教育轉(zhuǎn)向大眾教育,高校畢業(yè)生數(shù)量的逐年遞增,帶來了一系列的社會矛盾和問題,大學(xué)生就業(yè)難的問題已經(jīng)成為人們關(guān)注的焦點(diǎn)。 本文從社會保障的視角,探討了大學(xué)生就業(yè)難的關(guān)鍵所在,著重分析了現(xiàn)存的大學(xué)生就業(yè)保障政策的不足;側(cè)重考察了大學(xué)生失業(yè)現(xiàn)象以及這種現(xiàn)象產(chǎn)生的深層原因;調(diào)查了大學(xué)生就業(yè)保障具體的實(shí)施情況,進(jìn)而分析了政策失效的原因;提出了在建構(gòu)中國特色大學(xué)生就業(yè)保障體系時,應(yīng)充分考慮將人的尊嚴(yán)與促進(jìn)大學(xué)生就業(yè)相結(jié)合的原則。這些既是對現(xiàn)有大學(xué)生就業(yè)問題研究的完善與創(chuàng)新,也是為國家保增長、保民生、保穩(wěn)定以及建立大學(xué)生就業(yè)保障制度獻(xiàn)計(jì)獻(xiàn)策,希望能在國家出臺新一輪的大學(xué)生就業(yè)保障制度時提供一些建議和參考。
[Abstract]:Although China has completed the transition from social transformation to social construction, and has encountered an important strategic opportunity period, However, there are still some outstanding contradictions and problems in economic and social development. With the transition of higher education from elite education to mass education, the number of college graduates is increasing year by year, which has brought a series of social contradictions and problems. The difficult employment of college students has become the focus of attention. From the perspective of social security, this paper discusses the key to employment difficulties of college students, analyzes the shortcomings of the existing employment security policies for college students, and focuses on the phenomenon of unemployment of college students and the underlying causes of this phenomenon. This paper investigates the specific implementation of employment security for college students, and then analyzes the reasons for the failure of the policy, and puts forward that when constructing the employment security system for college students with Chinese characteristics, The principle of combining human dignity with the promotion of employment of college students should be fully considered. These are not only the perfection and innovation of the existing research on the employment of college students, but also the protection of growth and livelihood for the country. It is hoped that some suggestions and suggestions can be provided when the country promulgates a new round of employment security system for college students.
