【摘要】：隨著我國相關(guān)法律法規(guī)的不斷健全,醫(yī)療保障制度的建設(shè)工作也在如火如荼的開展著,已然初步形成了具有中國特色的社會醫(yī)療保障體系,其覆蓋面也在不斷的擴(kuò)展,基本實(shí)現(xiàn)全國范圍的覆蓋。在我國農(nóng)村地區(qū)建立一個(gè)完善的農(nóng)村醫(yī)療保障制度是十分具有現(xiàn)實(shí)意義的。醫(yī)療保障制度是保障國家公民人身健康權(quán)的重要制度,尤其在農(nóng)村地區(qū),能夠充分保障農(nóng)民的生命健康,有利于提高農(nóng)村居民生活水平,有利于推動農(nóng)村經(jīng)濟(jì)的發(fā)展,有利于保障社會的穩(wěn)定,能夠更好的增強(qiáng)綜合國力。不過,必須要明確的是,盡管我國醫(yī)療保障制度建設(shè)取得了矚目的成就,但是在這個(gè)過程中也暴露出了許多不足。我國農(nóng)村醫(yī)療保障制度仍需完善,這個(gè)方面的滯后已然制約了我國社會主義和諧社會的構(gòu)建進(jìn)程。本文立足于農(nóng)村醫(yī)療保障工作的重要性,采用比較分析的方法和實(shí)證分析法,通過研究社會保障的定義、國際對比、找出問題,提出完善方法,著重論述四個(gè)方面的內(nèi)容:第一部分:社會保障相關(guān)理論研究。重點(diǎn)闡述:怎樣界定醫(yī)療保障、社會保障與農(nóng)村醫(yī)療保障的理論范疇,各經(jīng)濟(jì)理論流派能夠?yàn)檗r(nóng)村醫(yī)療保障制度帶來怎樣的影響,我國農(nóng)村醫(yī)療保障的歷史軌跡。第二部分:對我國農(nóng)村醫(yī)療保障現(xiàn)存的問題進(jìn)行分析。必須明確,我國當(dāng)前醫(yī)療衛(wèi)生資源配置極不合理,相關(guān)保障資金仍未到位,已有的醫(yī)療保障方式過于單一,當(dāng)前農(nóng)村醫(yī)療保障監(jiān)督管理機(jī)制尚未完善。帶來上述問題的原因主要在于我國農(nóng)村醫(yī)療保障立法的建設(shè)工作相對落后,相關(guān)法律實(shí)施機(jī)制尚未完善,我國農(nóng)民對于醫(yī)療保障的認(rèn)識不到位,需要逐步完善醫(yī)療保障的監(jiān)管機(jī)制。第三部分:通過選取與我國農(nóng)村實(shí)際情況相似的日本、泰國、德國、巴西四個(gè)國家,在深入的研究后探討國外經(jīng)驗(yàn)對我國農(nóng)村醫(yī)療保障制度建設(shè)的啟發(fā)及經(jīng)驗(yàn)。以此來明確國家社會醫(yī)療保障法律制度必須與當(dāng)前經(jīng)濟(jì)的發(fā)展相適應(yīng),政府承擔(dān)的責(zé)任必須與法律制度的建設(shè)相統(tǒng)一,要充分吸收普惠性醫(yī)療保障的相關(guān)經(jīng)驗(yàn),以下是國外經(jīng)驗(yàn)對我國的啟示的具體表現(xiàn):要充分的發(fā)揮政府的導(dǎo)向型作用,通過給付制度的選擇與相關(guān)監(jiān)督機(jī)制的完善,探索出一套適合中國特色的農(nóng)村醫(yī)療與保障模式。第四部分:本文的重點(diǎn)與難點(diǎn)在于探索出完善我國農(nóng)村醫(yī)療保障的路徑。本文主要著眼于主要方向、指導(dǎo)思想與基本手段這三個(gè)方面,深入踐行我國農(nóng)村醫(yī)療保障制度的總體要求;要強(qiáng)化政府的引導(dǎo)責(zé)任,加強(qiáng)相關(guān)法律法規(guī)的探索與完善,整合當(dāng)前醫(yī)療保障監(jiān)督管理制度,建立起科學(xué)有效的農(nóng)村醫(yī)療保障資金籌措機(jī)制,要不斷強(qiáng)化農(nóng)民對于醫(yī)療保障法律的認(rèn)識;并在上述幾個(gè)方面的基礎(chǔ)上,就我國農(nóng)村醫(yī)療保障制度的完善提出了基礎(chǔ)性的意見與措施。
[Abstract]:With the continuous improvement of the relevant laws and regulations of our country, the construction of the medical security system is also in full swing, and the social medical security system with Chinese characteristics has been initially formed, and its coverage is also continuously expanding. It is of great practical significance to establish a perfect rural medical security system in rural areas of our country. The medical security system is an important system to protect the right to personal health of national citizens, especially in rural areas. It can fully guarantee the life and health of the peasants, help to improve the living standards of rural residents, promote the development of the rural economy, safeguard social stability, and better enhance the overall national strength. However, it must be made clear that. Although the construction of medical security system in our country has made remarkable achievements, it has also exposed many shortcomings in the process. The rural medical security system of our country still needs to be improved. The lagging of this aspect has already restricted the construction process of the socialist harmonious society of our country. Based on the importance of rural medical security work, this paper adopts the method of comparative analysis and empirical analysis, through the study of the definition of social security, International contrast, find out the problem, put forward the perfect method, discuss the content of four aspects emphatically: the first part: the theory research of the social security, how to define the theory category of the medical security, social security and the rural medical security, especially: how to define the medical security, the social security and the rural medical security theory, What kind of influence can each economic theory school bring to the rural medical security system, and the historical track of the rural medical security in our country. The second part: the analysis of the existing problems of the rural medical security in our country. At present, the allocation of medical and health resources in our country is extremely unreasonable, the relevant security funds are still not in place, and the existing medical security methods are too single. At present, the supervision and management mechanism of rural medical security is not perfect. The main reasons for the above problems are that the construction of rural medical security legislation in China is relatively backward, and the relevant legal enforcement mechanism is not yet perfect. Farmers in our country do not have a good understanding of medical security, so we need to gradually improve the supervision mechanism of medical security. Part III: through selecting four countries, Japan, Thailand, Germany, and Brazil, which are similar to the actual situation in rural areas of our country, After in-depth research, this paper discusses the inspiration and experience of foreign experience to the construction of rural medical security system in China, so as to make it clear that the legal system of national social medical security must be adapted to the current economic development. The responsibility of the government must be unified with the construction of the legal system, and the relevant experience of inclusive medical security should be fully absorbed. The following is the concrete manifestation of the enlightenment of foreign experience to our country: to give full play to the guiding role of the government, Through the selection of payment system and the improvement of relevant supervision mechanism, Part 4th: the focus and difficulty of this paper is to explore the path to perfect the rural medical security in China. The three aspects of guiding ideology and basic means are to carry out the overall requirements of the rural medical security system in our country, to strengthen the government's guiding responsibility, to strengthen the exploration and improvement of relevant laws and regulations, to integrate the current medical security supervision and management system. To establish a scientific and effective mechanism for raising funds for rural medical security, it is necessary to constantly strengthen farmers' understanding of the law of medical security, and on the basis of the above mentioned aspects, Some basic suggestions and measures are put forward to improve the rural medical security system in China.
