【摘要】：從促進(jìn)城鄉(xiāng)一體化的視角,基于城鄉(xiāng)人力資源一體化探討通過構(gòu)建完善的就業(yè)服務(wù)體系提升勞動(dòng)者的就業(yè)技能、提升工作福利以實(shí)現(xiàn)體面就業(yè),進(jìn)而促進(jìn)農(nóng)民市民化。重點(diǎn)探討對(duì)城鎮(zhèn)化催生的大量待轉(zhuǎn)移勞動(dòng)力、產(chǎn)業(yè)內(nèi)現(xiàn)存低技能存量勞動(dòng)力、新增勞動(dòng)力的就業(yè)和創(chuàng)業(yè)扶持。該就業(yè)服務(wù)體系由就業(yè)信息服務(wù)體系、就業(yè)技能培訓(xùn)體系、創(chuàng)業(yè)指導(dǎo)體系、勞動(dòng)與社會(huì)保障體系構(gòu)成。促進(jìn)該體系的良性運(yùn)行需要積極和消極的就業(yè)保障政策并行,其中積極的政策包括建構(gòu)完善的勞動(dòng)力市場(chǎng)、就業(yè)獎(jiǎng)勵(lì)金制度、職業(yè)準(zhǔn)入制度、就業(yè)公積金制度;消極的政策指失業(yè)保險(xiǎn)與救濟(jì)制度。
[Abstract]:From the perspective of promoting urban-rural integration, based on the integration of urban and rural human resources, through the construction of a sound employment service system to enhance the employment skills of workers, enhance work welfare in order to achieve decent employment. In order to promote the urbanization of farmers, this paper focuses on the employment and entrepreneurial support of the existing low-skilled labor force in the industry, the employment information service system, the employment information service system, the employment information service system, the employment information service system, the employment service system, the employment information service system, and the existing low skill labor force in the industry. Employment skills training system, entrepreneurship guidance system, labor and social security system constitute. To promote the benign operation of this system needs both positive and negative employment security policies, among which positive policies include the construction of a sound labor market. Employment incentive system, occupation admission system, employment accumulation fund system; negative policy refers to unemployment insurance and relief system.
