【摘要】：流動(dòng)人口的管控是國(guó)家治理的重要任務(wù),也是透視國(guó)家治理的重要窗口。人口流動(dòng)給國(guó)家治理帶來(lái)了重要挑戰(zhàn),也促進(jìn)了各種治理技術(shù)的發(fā)展。從中國(guó)古代社會(huì)流動(dòng)人口管控的實(shí)踐來(lái)看,國(guó)家管控流動(dòng)人口的基本舉措主要有嚴(yán)格限制、申報(bào)登記和安置賑濟(jì)等,這其中包含了四種治理技術(shù),并與國(guó)家治理目標(biāo)形成四種匹配模式,即不流動(dòng)—捆綁技術(shù)、清晰化—測(cè)算技術(shù)、有序化—吸納技術(shù)、無(wú)害化—控制技術(shù)。透過(guò)流動(dòng)人口管控實(shí)踐的歷史,可以看到國(guó)家治理技術(shù)演進(jìn)的內(nèi)在邏輯,主要是治理技術(shù)隨著社會(huì)變遷而出現(xiàn)存廢和揚(yáng)棄,治理技術(shù)的精密化越來(lái)越高,治理技術(shù)嵌入了更多福利化的內(nèi)容,治理技術(shù)本身及其應(yīng)用情境更趨復(fù)雜化。對(duì)流動(dòng)人口管控技術(shù)的分析有助于理解國(guó)家治理技術(shù)的常態(tài)性、動(dòng)態(tài)性和復(fù)雜性。
[Abstract]:Floating population control is an important task of national governance, but also an important window of national governance. Population mobility brings important challenges to national governance and promotes the development of various governance technologies. Judging from the practice of controlling the floating population in ancient China, the basic measures taken by the state to control the floating population mainly include strict restrictions, declaration, registration and resettlement for relief, which include four kinds of governance techniques. Four matching modes are formed with the goal of national governance, that is, non-flowing bundling technology, clarity and calculation technology, ordering and absorbing technology, and innocuous control technology. Through the history of floating population management and control practice, we can see the internal logic of the evolution of national governance technology. Governance technology embedded more welfare content, governance technology itself and its application situation become more complicated. The analysis of floating population management technology is helpful to understand the normality, dynamics and complexity of national governance technology.
