【摘要】：中國的改革開放已經(jīng)取得了世人矚目的成績,它已經(jīng)深入到經(jīng)濟(jì)、政治、文化等各個(gè)社會(huì)領(lǐng)域。然而當(dāng)前我國在政治領(lǐng)域里的改革明顯滯后于經(jīng)濟(jì)領(lǐng)域的改革,因此,如何在政治改革道路找到一個(gè)理想的契合點(diǎn),尤為重要。本文探索了在政治穩(wěn)定的基礎(chǔ)上,立足增量民主的理論,深入研究了其理論來源和現(xiàn)實(shí)要求,厘清了增量民主的內(nèi)涵和特征,并結(jié)合中國實(shí)際,分析了我國選擇增量民主路徑的可行性和必然性；探析了加快推進(jìn)增量民主建設(shè)與構(gòu)建社會(huì)主義和諧社會(huì)的關(guān)系及途徑。 筆者認(rèn)為增量民主的理論是來源于馬克思主義的民主理論、特別是“三個(gè)代表”重要思想與科學(xué)發(fā)展觀中的民主思想,它是中國社會(huì)主義理論的一個(gè)部分。增量民主建設(shè)在中國社會(huì)主義民主建設(shè)中具有可行性和必然性。它是一種動(dòng)態(tài)穩(wěn)定性式的民主,它強(qiáng)調(diào)民主改革有序性、平穩(wěn)性和連續(xù)性的進(jìn)行,它是一種具有漸進(jìn)式、量變式的和長期性的民主。筆者還把增量民主放在社會(huì)和諧社會(huì)建設(shè)的現(xiàn)實(shí)中,討論了它與構(gòu)建和諧社會(huì)主義社會(huì)之間的邏輯關(guān)系,并總結(jié)出當(dāng)前中國增量民主發(fā)展的現(xiàn)狀。最后文章把重點(diǎn)放在如何推進(jìn)增量民主發(fā)展的策略,一是從黨和政府的主導(dǎo)作用入手,以黨內(nèi)民主帶動(dòng)社會(huì)民主,擴(kuò)大公民參與,深化基層民主,健全法制建設(shè),完善民主監(jiān)督。二是從借鑒國外政治民主發(fā)展的先進(jìn)經(jīng)驗(yàn)入手,走出一條符合中國實(shí)際的增量民主發(fā)展道路。
[Abstract]:China's reform and opening up has made remarkable achievements in the world, it has penetrated into the economic, political, cultural and other social fields.However, the current reform in the political field is obviously lagging behind the reform in the economic field. Therefore, it is very important to find an ideal fit point on the road of political reform.This paper explores the theory of incremental democracy on the basis of political stability, deeply studies its theoretical source and practical requirements, clarifies the connotation and characteristics of incremental democracy, and combines the reality of China.This paper analyzes the feasibility and inevitability of choosing the path of incremental democracy in China, and probes into the relationship and approaches between accelerating the construction of incremental democracy and building a harmonious socialist society.The author holds that the theory of incremental democracy is derived from the democratic theory of Marxism, especially the important thought of "three represents" and the democratic thought of scientific development view, which is a part of the theory of Chinese socialism.Incremental democracy construction is feasible and inevitable in China's socialist democratic construction.It is a kind of democracy of dynamic stability, which emphasizes the orderly, steady and continuous progress of democratic reform. It is a kind of democracy with gradual, quantitative and long-term changes.The author also puts incremental democracy in the reality of the construction of a harmonious society, discusses the logical relationship between it and the construction of a harmonious socialist society, and summarizes the present situation of the development of incremental democracy in China.Finally, the article focuses on the strategy of how to promote the development of incremental democracy. The first is to start with the leading role of the party and the government, to promote social democracy with inner-party democracy, to expand citizen participation, to deepen grass-roots democracy, and to perfect the legal system construction.We will improve democratic supervision.Second, starting from the advanced experience of foreign political democracy development, we should follow a path of incremental democracy development in line with China's reality.
