【摘要】：冷戰(zhàn)結(jié)束后,在經(jīng)濟(jì)全球化深入發(fā)展的情況下,出現(xiàn)了世界性的民主潮流,進(jìn)而凸現(xiàn)了國際關(guān)系中的民主化問題。國際關(guān)系民主化是國際關(guān)系發(fā)展的趨勢,國際關(guān)系民主化的實(shí)現(xiàn)之日便是以民主為主導(dǎo)的國際新秩序的建立之時(shí)。本文著重對(duì)冷戰(zhàn)后影響國際關(guān)系民主化的積極因素和制約因素進(jìn)行分析,指出國際社會(huì)推動(dòng)國際關(guān)系民主化進(jìn)程的主要途徑。在當(dāng)前的國際背景下,國際關(guān)系民主化的實(shí)現(xiàn)要受多種因素的制約,但國際關(guān)系民主化的構(gòu)想并不是毫無意義的,對(duì)國際關(guān)系民主化的研究具有重要的學(xué)術(shù)價(jià)值和現(xiàn)實(shí)意義。 本文共分四個(gè)部分: 第一部分:對(duì)國際關(guān)系民主化的內(nèi)涵作出界定并對(duì)其發(fā)展歷程進(jìn)行梳理。該部分從民主的內(nèi)涵入手,指出時(shí)代的發(fā)展要求將民主的原則引入國際秩序的重建之中,不斷推進(jìn)國際關(guān)系民主化。該部分還對(duì)國際關(guān)系民主化的發(fā)展歷程進(jìn)行了梳理,指出在經(jīng)濟(jì)全球化、世界多極化趨勢的推動(dòng)下,冷戰(zhàn)后的國際關(guān)系民主化進(jìn)入了一個(gè)新的發(fā)展時(shí)期。 第二部分:對(duì)冷戰(zhàn)后影響國際關(guān)系民主化的積極因素進(jìn)行分析。積極影響因素包括基礎(chǔ)性因素和推動(dòng)因素。其中,世界文明的多樣性、國際組織和國際機(jī)制的保障作用是國際關(guān)系民主化發(fā)展的基礎(chǔ)性因素,在冷戰(zhàn)后的國際關(guān)系民主化發(fā)展進(jìn)程中繼續(xù)起著積極的影響作用。而經(jīng)濟(jì)全球化、世界多極化趨勢的進(jìn)一步發(fā)展是冷戰(zhàn)后國際形勢的突出特征,是這一時(shí)期國際關(guān)系民主化的推動(dòng)因素。 第三部分:對(duì)制約國際關(guān)系民主化的因素進(jìn)行分析。該部分先從理論上分析了國際關(guān)系民主化本身面臨的兩個(gè)難題,即如何處理民主制度與行動(dòng)能力的關(guān)系問題和如何兼顧多國意愿與發(fā)揮大國作用問題;進(jìn)而分析了國際關(guān)系民主化面臨的兩個(gè)阻礙因素,其中,霸權(quán)主義、強(qiáng)權(quán)政治是政治障礙,國際經(jīng)濟(jì)舊秩序是經(jīng)濟(jì)根源。 第四部分:指出國際社會(huì)推動(dòng)國際關(guān)系民主化進(jìn)程的四個(gè)主要途徑。其一是要加強(qiáng)國際組織的積極作用,結(jié)合聯(lián)合國改革問題進(jìn)行分析;其二是堅(jiān)決抵制霸權(quán)主義和強(qiáng)權(quán)政治,結(jié)合大國關(guān)系進(jìn)行分析;其三是推動(dòng)國際新秩序的建立,結(jié)合建立國際新秩序的主張進(jìn)行分析;最后是遵循國際法規(guī)則和國際關(guān)系基本準(zhǔn)則,結(jié)合《聯(lián)合國憲章》進(jìn)行分析。
[Abstract]:After the end of the Cold War, with the deepening development of economic globalization, a worldwide trend of democracy emerged, and then highlighted the democratization of international relations. The democratization of international relations is the trend of the development of international relations. The realization of the democratization of international relations is the time of the establishment of a new international order dominated by democracy. This paper focuses on the analysis of the positive and restrictive factors affecting the democratization of international relations after the Cold War, and points out the main ways for the international community to promote the democratization of international relations. Under the current international background, the realization of democratization of international relations is restricted by many factors, but the conception of democratization of international relations is not meaningless, and has important academic value and practical significance to the study of democratization of international relations. This paper is divided into four parts: the first part: to define the connotation of democratization of international relations and to sort out its development course. This part starts with the connotation of democracy and points out that the development of the times requires the democratic principles to be introduced into the reconstruction of the international order and to promote the democratization of international relations. This part also combs the development course of the democratization of international relations and points out that the democratization of international relations after the cold war has entered a new period of development under the impetus of economic globalization and the trend of multi-polarization in the world. The second part analyzes the positive factors that affect the democratization of international relations after the Cold War. Positive factors include basic factors and driving factors. Among them, the diversity of world civilization, the safeguard role of international organizations and international mechanisms are the basic factors in the development of democratization of international relations, and continue to play a positive role in the process of democratization of international relations after the cold war. The economic globalization and the further development of the multi-polarization trend of the world are the outstanding characteristics of the international situation after the cold war and the driving factors of the democratization of the international relations in this period. The third part analyzes the factors that restrict the democratization of international relations. This part first analyzes the two difficult problems faced by the democratization of international relations in theory, that is, how to deal with the relationship between democracy and the ability to act, and how to take into account the will of many countries and give play to the role of the great power. Furthermore, this paper analyzes two obstacles to the democratization of international relations, in which hegemonism and power politics are political obstacles, and the old international economic order is the source of the economy. The fourth part points out the four main ways for the international community to promote the democratization of international relations. The first is to strengthen the positive role of international organizations and analyze the reform of the United Nations, the other is to resolutely resist hegemonism and power politics, and to analyze the relationship between the major powers. The third is to push forward the establishment of the new international order, to analyze the idea of establishing the new international order, to follow the rules of international law and the basic norms of international relations, and to carry on the analysis in the light of the Charter of the United Nations.
