【摘要】：老年護(hù)理院作為應(yīng)對(duì)人口老齡化及家庭結(jié)構(gòu)轉(zhuǎn)變的必然產(chǎn)物,對(duì)于滿足老年人這一特殊群體亟需的專業(yè)醫(yī)療護(hù)理服務(wù)具有重大意義,也是完善衛(wèi)生服務(wù)體系、促進(jìn)衛(wèi)生體制改革的重要舉措。衛(wèi)生部頒發(fā)的《護(hù)理院基本標(biāo)準(zhǔn)(2011版)》促進(jìn)了我國(guó)護(hù)理院的規(guī)范化發(fā)展,但由于我國(guó)老年護(hù)理院發(fā)展還處于初期,使得老年護(hù)理院服務(wù)內(nèi)容與功能定位、與相關(guān)醫(yī)療機(jī)構(gòu)和養(yǎng)老機(jī)構(gòu)間的有序銜接、機(jī)構(gòu)管理主體、配套政策的制定等方面仍處于探索階段。因此,在人口老齡化日益嚴(yán)峻的形勢(shì)下,如何更好的發(fā)展老年護(hù)理院,保障老年群體在遲暮之年能夠得到應(yīng)有的衛(wèi)生照護(hù),實(shí)現(xiàn)老有所醫(yī)、老有所養(yǎng)、老有所樂(lè),成為當(dāng)今亟待解決的重要問(wèn)題,也是近些年各界研究的熱點(diǎn)及重點(diǎn)。蘇州市自1982年起進(jìn)入老齡化社會(huì),在國(guó)家相關(guān)政策指導(dǎo)下,積極探討老年護(hù)理院的發(fā)展模式,無(wú)論是老年護(hù)理院數(shù)量、規(guī)模及運(yùn)行成效在江蘇省,乃至全國(guó)都處于前列。本文通過(guò)實(shí)地考察、訪談、問(wèn)卷發(fā)放及二手資料收集等方式,在公共產(chǎn)品理論、社會(huì)福利理論、生命歷程理論的研究基礎(chǔ)上,對(duì)蘇州老年護(hù)理院的運(yùn)行模式進(jìn)行了概括:模式形成、制度供給、運(yùn)行機(jī)制、模式特色;并對(duì)蘇州老年護(hù)理院的模式運(yùn)行現(xiàn)狀及成效進(jìn)行了分析與總結(jié);在此基礎(chǔ)上,分析蘇州模式存在的問(wèn)題與不足,提出:加強(qiáng)護(hù)理人才的儲(chǔ)備與培育,提升專業(yè)素養(yǎng);構(gòu)建老年護(hù)理院協(xié)同治理機(jī)制,整合管理資源;完善老年護(hù)理院相關(guān)政策法規(guī),引導(dǎo)與規(guī)范機(jī)構(gòu)發(fā)展;加大政府投入及政策扶持,保障機(jī)構(gòu)健康、有序發(fā)展;建立老年護(hù)理保險(xiǎn)制度,實(shí)現(xiàn)健康老齡化社會(huì)目標(biāo)等建議,從而使得蘇州老年護(hù)理院運(yùn)行模式更加完善,更好的保障老年群體的權(quán)利,促進(jìn)社會(huì)和諧與公正。
[Abstract]:As an inevitable outcome of the aging population and family structure transformation, nursing homes for the elderly have great significance to meet the special needs of the elderly group of professional medical and nursing services, but also to improve the health service system. Important measures to promote health system reform. The basic Standards of Nursing homes (2011 Edition) issued by the Ministry of Health has promoted the standardization of nursing homes in China. However, the development of nursing homes for the elderly in our country is still in its infancy, which makes the service contents and functions of nursing homes for the elderly be located. The orderly connection with related medical institutions and pension institutions, the main body of institutional management and the formulation of supporting policies are still in the exploratory stage. Therefore, under the increasingly austere situation of aging population, how to better develop the nursing home for the elderly so as to ensure that the elderly group can get the proper health care in the late years, and realize that the elderly have medical care, a sense of security, and a sense of happiness. It has become an important problem to be solved, and it is also the focus of research in recent years. Suzhou has entered an aging society since 1982. Under the guidance of relevant national policies, the development model of nursing homes for the elderly has been actively discussed. The number, scale and operational effectiveness of nursing homes for the elderly are in the forefront in Jiangsu Province and even in the whole country. Based on the research of public goods theory, social welfare theory, life course theory and so on, through field investigation, interview, questionnaire distribution and second-hand data collection, this article is based on the research of public goods theory, social welfare theory, life course theory, etc. This paper summarizes the operation mode of Suzhou nursing home for the aged: the formation of the mode, the supply of the system, the operation mechanism and the characteristics of the mode; On the basis of this, the problems and shortcomings of Suzhou mode were analyzed, and the following points were put forward: to strengthen the reserve and cultivation of nursing personnel and to promote professional accomplishment; Construct the cooperative management mechanism of the elderly nursing home, integrate the management resources, perfect the related policies and regulations, guide and standardize the development of the organization, increase the government input and policy support, ensure the healthy and orderly development of the institution; Some suggestions such as establishing the old-age nursing insurance system and realizing the social goal of healthy aging can make the operation mode of Suzhou elderly nursing home more perfect, better protect the rights of the elderly group, and promote social harmony and justice.
