【摘要】："推進(jìn)協(xié)商民主廣泛多層制度化發(fā)展"是全面深化改革的重要內(nèi)容,本文擬將中國協(xié)商民主的制度化置于比較的視野中來加以觀察,從三個方面探討中國協(xié)商民主的制度化及其面臨的挑戰(zhàn)。本文認(rèn)為,近年來各協(xié)商渠道在制度創(chuàng)新方面取得了很大的成績,但是也面臨著一些挑戰(zhàn):思想誤區(qū)妨礙制度創(chuàng)新、制度創(chuàng)新動力不足;中國協(xié)商民主體系的基本框架已經(jīng)形成,但公共領(lǐng)域發(fā)育不充分成為協(xié)商民主制度化的一個短板;功能添加型的制度創(chuàng)新使協(xié)商制度與其他政治制度之間可以實現(xiàn)無縫銜接,但社會組織協(xié)商與既有制度安排之間的銜接機(jī)制有待進(jìn)一步完善。
[Abstract]:"promoting the extensive and multi-level institutional development of deliberative democracy" is an important content of deepening the reform in an all-round way. This paper intends to put the institutionalization of China's consultative democracy in a comparative perspective. This paper discusses the institutionalization of China's deliberative democracy from three aspects and the challenges it faces. This paper holds that the negotiation channels have made great achievements in the field of institutional innovation in recent years, but they are also faced with some challenges: the ideological misunderstanding hinders institutional innovation, and the motive force of institutional innovation is insufficient; The basic framework of China's consultative democracy system has been formed, but the lack of development of the public sphere has become a short board for the institutionalization of consultative democracy. The institutional innovation of functional addition makes it possible for the negotiation system to be seamlessly connected with other political systems, but the cohesive mechanism between the negotiation of social organizations and the existing institutional arrangements needs to be further improved.
