【摘要】：隨著我國城市化規(guī)模逐步擴大、城市社區(qū)面積和人的迅速擴張,城市社區(qū)公共事務也日益膨脹。傳統(tǒng)治理模式中原有的體制存在著條塊分割狀況,而政府作為社區(qū)公共事務治理的單一主體其弊病逐漸凸顯,致使社區(qū)的治理壓力日益增加。伴隨“構(gòu)建民族之間相互嵌入的社會結(jié)構(gòu)與社區(qū)環(huán)境”思想,對民族互嵌式社區(qū)的治理將十分重要。在此環(huán)境下,隨著治理問題的凸現(xiàn)與治理難度的增大,有必要考慮將協(xié)同治理的理念運用到對此類社區(qū)公共事務治理之中,以便更好的處理社區(qū)問題,實現(xiàn)社區(qū)發(fā)展。構(gòu)建多民族互嵌式社區(qū),必將促進民族交流交往交融。廣西南寧是一個多民族聚居交融的城市,在此城市中存在著多民族互嵌式社區(qū)。文章以本地區(qū)的兩個多民族互嵌式社區(qū)與兩個學校為研究對象,先概括我國城市多民族互嵌式社區(qū)公共事務治理狀況;之后結(jié)合實地調(diào)研與問卷調(diào)查,對南寧市多民族互嵌式社區(qū)公共事務的治理現(xiàn)狀及治理成效進行分析研究,得出南寧市在此之中存在的問題,分析了問題產(chǎn)生的原因;最后,在總結(jié)國外發(fā)達國家治理經(jīng)驗的基礎(chǔ)上,得出實現(xiàn)南寧市多民族互嵌式社區(qū)公共事務協(xié)同治理的路徑,并總結(jié)出對全國的指導意義,希望能夠?qū)崿F(xiàn)社區(qū)的和諧發(fā)展。
[Abstract]:With the gradual expansion of urbanization scale and the rapid expansion of urban community area and people, the public affairs of urban community are expanding day by day. In the traditional governance model, there is a fragmented situation in the original system, but the government as a single subject of community public affairs governance gradually highlights its shortcomings, resulting in increasing community governance pressure. Along with the thought of "constructing the social structure and community environment embedded among nationalities", it will be very important for the governance of the inter-embedded ethnic communities. In this environment, with the emergence of governance problems and the increasing difficulty of governance, it is necessary to consider the concept of collaborative governance to this kind of community public affairs governance, in order to better deal with community problems and achieve community development. The construction of a multi-national interwoven community will certainly promote ethnic exchanges and exchanges. Nanning, Guangxi is a multi-ethnic city, where there is a multi-ethnic interembedded community. In this paper, two multi-ethnic communities and two schools in the region as the research object, the first summary of our country's urban multi-ethnic inter-embedded community public affairs governance; Then combined with the field investigation and questionnaire survey, this paper analyzes and studies the governance status and the governance effect of multi-ethnic interembedded community public affairs in Nanning, obtains the existing problems in Nanning, and analyzes the causes of the problems. Finally, on the basis of summing up the governance experience of foreign developed countries, this paper draws the path to realize the coordinated governance of multi-ethnic interembedded community public affairs in Nanning, and sums up the guiding significance to the whole country, hoping to realize the harmonious development of the community.
