【摘要】：基于我國人口老齡化趨勢日益嚴(yán)重的國情及計(jì)劃生育產(chǎn)生的家庭結(jié)構(gòu)微型化,青壯年勞動(dòng)人口流動(dòng)就業(yè)和生活方式的轉(zhuǎn)變導(dǎo)致空巢老人數(shù)量急劇上升,養(yǎng)老問題日趨嚴(yán)峻。面對傳統(tǒng)養(yǎng)老模式的效能不足及老人對機(jī)構(gòu)養(yǎng)老的排斥性,社區(qū)養(yǎng)老在以社區(qū)為依托的形式上突出了地域、物力和人力的優(yōu)勢。而社會(huì)組織憑借其自身的優(yōu)勢,在參與社區(qū)養(yǎng)老服務(wù)方面將發(fā)揮不可替代的作用。以社區(qū)為工作平臺(tái),社會(huì)組織參與,就地解決本社區(qū)老年問題,開展社區(qū)老年服務(wù)。這在一定程度上滿足了老年人的物質(zhì)生活和精神生活需要,符合現(xiàn)階段社會(huì)實(shí)際所需。通過調(diào)查研究徐州市鼓樓區(qū)社會(huì)組織參與社區(qū)養(yǎng)老服務(wù)的現(xiàn)狀,指出其發(fā)展存在著社會(huì)組織參與社區(qū)養(yǎng)老服務(wù)的法律保障不足、資金保障不足、獨(dú)立性不強(qiáng)、專業(yè)化和多樣化程度不高、對社會(huì)組織缺乏有效監(jiān)管等問題,這些問題產(chǎn)生的原因是多方面的,通過系統(tǒng)的分析這些問題產(chǎn)生的原因,并借鑒國內(nèi)外發(fā)達(dá)國家或城市社會(huì)組織提供服務(wù)的經(jīng)驗(yàn),指出完善徐州市鼓樓區(qū)社會(huì)組織參與社區(qū)養(yǎng)老服務(wù),需要政府、社區(qū)、社會(huì)組織的良性互動(dòng)。政府要發(fā)揮引導(dǎo)作用,具體措施包括完善社區(qū)養(yǎng)老服務(wù)體系建設(shè)規(guī)劃、加大對社會(huì)組織的資金支持、正確定位政府和社會(huì)組織的關(guān)系、推動(dòng)人才隊(duì)伍建設(shè)與教育培訓(xùn)工作以及建立有效的監(jiān)管和評估機(jī)制;社會(huì)組織可以通過從思想上提高認(rèn)識(shí),完善內(nèi)部治理機(jī)制、完善人才隊(duì)伍建設(shè)、拓展外部支持網(wǎng)絡(luò)、加強(qiáng)自我監(jiān)督等措施,提高自身參與社區(qū)養(yǎng)老服務(wù)的能力;社區(qū)可以通過轉(zhuǎn)變認(rèn)識(shí)、加強(qiáng)宣傳、充分利用社區(qū)資源構(gòu)建綜合性社區(qū)養(yǎng)老服務(wù)平臺(tái)以及增強(qiáng)對社會(huì)組織的監(jiān)督評估等措施,強(qiáng)化社區(qū)對社會(huì)組織參與社區(qū)養(yǎng)老服務(wù)的承載作用。通過加強(qiáng)政府、社區(qū)與社會(huì)組織的良性互動(dòng),從而更好的促進(jìn)徐州市鼓樓區(qū)社會(huì)組織參與社區(qū)養(yǎng)老服務(wù)事業(yè)。
[Abstract]:Based on the increasingly serious trend of population aging in China and the miniaturization of family structure produced by family planning, the number of empty-nest elderly is rising sharply and the problem of old-age support is becoming more and more serious as a result of the change of floating employment and life style of the young and middle-aged working population. In the face of the insufficiency of the traditional old-age support model and the rejection of the elderly to the institutional old-age care, the community old-age support has highlighted the advantages of region, material resources and manpower in the form of community support. Social organizations, with their own advantages, will play an irreplaceable role in participating in community pension services. Take the community as the work platform, the social organization participates, the local solution community old age question, carries out the community old age service. To a certain extent, this meets the material and spiritual needs of the elderly, and meets the actual needs of the present society. By investigating and studying the current situation of social organizations participating in community old-age service in Gulou District of Xuzhou City, it is pointed out that there are insufficient legal protection, insufficient fund guarantee and weak independence of social organizations in their development. Problems such as low degree of specialization and diversification, lack of effective supervision over social organizations, and so on, are caused by various reasons. Through systematic analysis of the causes of these problems, Based on the experience of the developed countries and the urban social organizations at home and abroad, it is pointed out that to perfect the social organizations in the Gulou District of Xuzhou City to participate in the community old-age service needs the benign interaction among the government, the community and the social organizations. The government should play a leading role. Specific measures include perfecting the planning for the construction of the community pension service system, increasing the financial support to social organizations, and correctly positioning the relationship between the government and social organizations. To promote the construction of talents, education and training, and to establish an effective mechanism for supervision and evaluation; social organizations can improve their understanding, improve internal governance mechanisms, perfect the construction of talent teams, and expand their external support networks through ideological enhancement, Strengthen self-supervision and other measures to enhance their ability to participate in community old-age care services; communities can strengthen publicity through changing their awareness. We should make full use of community resources to build a comprehensive community pension service platform and strengthen the supervision and evaluation of social organizations, so as to strengthen the carrying capacity of community organizations to participate in community pension services. Through strengthening the benign interaction between government, community and social organizations, the social organizations in Gulou District of Xuzhou City can be better promoted to participate in community old-age service.
