【摘要】：當前全面深化改革至關(guān)重要的一項任務,就是推進國家治理體系和治理能力現(xiàn)代化,而首先就是要建構(gòu)起一整套與現(xiàn)代化發(fā)展內(nèi)在要求相適應的管理國家和社會公共事務的制度體系。其中,如何將人民代表大會制度的應有作用充分發(fā)揮出來,又是極為重要的一個環(huán)節(jié)。浙江省樂清市"人民聽證"制度建設(shè)的實踐,對此提供了一個富有啟發(fā)性的范例。其基本經(jīng)驗是以加強人大對"一府兩院"的監(jiān)督為切入點,通過充分發(fā)揮人大代表的作用,一則強加了人大監(jiān)督的權(quán)威性,再則為擴大有序政治參與提供了新途徑。這種通過發(fā)揮人大代表作用開展監(jiān)督的方式,為推進協(xié)商民主提供了一種新思路。而人大的地位和作用的加強,也為中國特色社會主義民主政治建設(shè)注入了強勁的動力。
[Abstract]:At present, one of the most important tasks of comprehensively deepening the reform is to promote the modernization of the national governance system and governance capacity. The first is to construct a whole system of management of state and social public affairs in accordance with the internal requirements of modern development. Among them, how to give full play to the due function of the people's Congress system is an extremely important link. The practice of the "people's hearing" system in Yueqing City of Zhejiang Province provides an enlightening example. Its basic experience is to strengthen the supervision of the people's Congress over "one government, two houses" as a starting point, through giving full play to the role of deputies to the people's Congress, first imposed the authority of the people's Congress supervision, and then provided a new way to expand orderly political participation. This way of carrying out supervision by giving full play to the role of deputies to the people's Congress provides a new way of thinking for promoting deliberative democracy. The strengthening of the position and role of the NPC has also injected a strong impetus to the construction of socialist democratic politics with Chinese characteristics.
