【摘要】：中國要實現(xiàn)在非洲的戰(zhàn)略意圖,就必須根據(jù)自身對非洲的需求和欲求,運籌、制訂出經(jīng)略非洲的行動規(guī)劃,該行動規(guī)劃就是中國的非洲戰(zhàn)略。然而,長期以來,中國關(guān)乎非洲的戰(zhàn)略思維和戰(zhàn)略實踐多是以中國國家戰(zhàn)略或國際戰(zhàn)略之"伴隨戰(zhàn)略"的面目出現(xiàn)的,而不是作為"地區(qū)戰(zhàn)略"即指針對非洲并圍繞非洲本身而設(shè)計、籌謀的。目前,政府關(guān)于中國經(jīng)略非洲的頂層設(shè)計尚滯后于對非工作的實踐,學界關(guān)于中國對非洲戰(zhàn)略的"運籌研究"也存在一些誤區(qū)或缺失。中非關(guān)系在經(jīng)歷了跨世紀的持續(xù)、快速發(fā)展后,如欲再躍升一個新臺階,則需要有新思路、新舉措,其中最關(guān)鍵的就是:在中國國家戰(zhàn)略的整體框架下,加快運籌、制訂針對非洲的"地區(qū)戰(zhàn)略"。鑒于中國對非洲戰(zhàn)略系中國經(jīng)略非洲的整體性戰(zhàn)略構(gòu)想,事關(guān)中國對非工作的方向性、全局性、長遠性、前瞻性問題和解決方案,關(guān)乎中國在非洲的重大和長遠利益,而戰(zhàn)略運籌則又是戰(zhàn)略決策和戰(zhàn)略實施之先導,故應擺在政府對非工作的優(yōu)先層面,從事政策研究的智庫學者亦可并應在這方面有所作為。
[Abstract]:If China wants to realize its strategic intention in Africa, it must, according to its own demand and desire for Africa, formulate an action plan for Africa, which is China's African strategy. However, for a long time, China's strategic thinking and practice related to Africa have mostly appeared as the "accompanying strategy" of China's national strategy or international strategy. Rather than as a regional strategy, it is designed to target and revolve around Africa itself. At present, the top-level design of China and Africa lags behind the practice of non-work, and there are some misunderstandings or deficiencies in the "operational research" of China's strategy for Africa. After the sustained and rapid development of China-Africa relations across the century, if we want to jump to a new level, we need new ideas and new measures, the most crucial of which is to speed up operational research within the overall framework of China's national strategy. Develop a "regional strategy" for Africa. In view of China's overall strategic vision for Africa, which concerns the direction, overall, long-term, forward-looking problems and solutions of China's work towards Africa, it is also of great and long-term interest to China in Africa. Strategic operational research is the forerunner of strategic decision and strategy implementation, so it should be placed in the government's priority level of non-work, and the think-tank scholars engaged in policy research can and should do something in this respect.
