【摘要】：論文剖析了批信局與國(guó)民政府僑務(wù)委員會(huì)的關(guān)系,認(rèn)為國(guó)民政府的僑務(wù)活動(dòng)是功利導(dǎo)向的,主要目的在于獲取華僑的經(jīng)濟(jì)力量。批信局聯(lián)系起了僑匯、僑民和僑眷,而僑匯才是政府關(guān)注的重點(diǎn)。僑民和僑眷的地位與僑匯相關(guān)。批信局與僑務(wù)委員會(huì)雖因僑相連,卻因利而相關(guān)。批信局與郵政產(chǎn)生矛盾時(shí),僑務(wù)委員會(huì)以保僑的名義介入,但其行動(dòng)卻以保匯為主要目的。名實(shí)不符使得僑務(wù)委員會(huì)不能為批信局提供穩(wěn)定的保障�？箲�(zhàn)爆發(fā)之后,重慶國(guó)民政府僑務(wù)委員會(huì)因爭(zhēng)取華僑經(jīng)濟(jì)力量而使得批信局與之關(guān)系密切,但汪偽政府僑務(wù)機(jī)構(gòu)的壓迫卻讓批信局經(jīng)歷了發(fā)展過(guò)程中的最低潮。從批信局與僑務(wù)委員會(huì)的政商關(guān)系考察政僑關(guān)系,可知民國(guó)政府的僑務(wù)政策是功利導(dǎo)向的。華僑尤其是中下層華僑及其背后的僑眷,背負(fù)著不可承受之重。A
[Abstract]:The paper analyzes the relationship between the batch letter Bureau and the National Government Committee on overseas Chinese Affairs, and thinks that the national government's overseas Chinese affairs activities are utilitarian oriented, and the main purpose is to obtain the economic power of the overseas Chinese. The credit bureau has linked the remittances, the Diaspora and the family members of overseas Chinese, and the remittances are the focus of the government.
