【摘要】：在科技革命迅猛發(fā)展的今天,科技進步已經成為國家和地區(qū)間綜合實力增長的主動力。太空產業(yè)因其擁有的重要戰(zhàn)略價值越來越受到各國和各地區(qū)的重視。在歐盟推進一體化的進程中,科技合作一直是重點,而"伽利略計劃"則是歐盟科技合作的旗艦項目。"伽利略計劃"如果實施成功,不僅能進一步增強歐盟的科技和經濟優(yōu)勢,而且將提高歐盟在政治乃至軍事上的獨立性,從而提升歐盟的國際影響力。但在實際推進過程中,歐盟始終面臨成員國分歧嚴重、項目管理困難以及國際談判艱難等問題,使"伽利略計劃"屢次延期并嚴重超出預算。"伽利略計劃"推進的困難,凸顯出歐盟在科技合作領域遭遇的困境。
[Abstract]:With the rapid development of science and technology revolution, scientific and technological progress has become the main driving force for the growth of comprehensive strength among countries and regions. Because of its important strategic value, the space industry has been paid more and more attention by all countries and regions. Scientific and technological cooperation has always been the focus of the EU's integration process, while the Galileo Plan is the EU's flagship project for scientific and technological cooperation. " The Galileo plan "if successful, will not only further enhance the EU's technological and economic advantages, but also enhance the EU's political and military independence, thereby enhancing the EU's international influence." But in the actual process, the EU has always faced serious differences among its member states, difficulties in project management and difficult international negotiations, resulting in repeated extensions of the Galileo Plan and serious budget overruns. " The difficulty of Galileo's advance highlights the difficulties the EU is facing in the field of scientific and technological cooperation.
