【摘要】：當(dāng)前,持續(xù)爆發(fā)的鄰避型環(huán)境維權(quán)事件引發(fā)了廣泛的社會關(guān)注�？棺h公眾"俘獲"政府決策,造成的"公眾參與悖論",極易導(dǎo)致各方利益"多輸"、政府公信力遭疑、民主程序并未因此重建、地方發(fā)展失去寶貴機(jī)遇的困局。在多元利益格局、公民意識崛起、公信力危機(jī)的情境下,利益公眾、地方政府、市場和廣泛大眾對有限的空間權(quán),及其附著的經(jīng)濟(jì)權(quán)、環(huán)境權(quán)、政治權(quán)的爭奪和碰撞是這一困局的本質(zhì)歸因。為治理這一困局,管理部門需要重視鄰避事件背后的利益和權(quán)力邏輯,"適應(yīng)性治理"是回應(yīng)國家治理能力建設(shè),尊重已有空間權(quán)利格局,保障各方正當(dāng)權(quán)益,預(yù)防和化解鄰避危機(jī)的重要途徑。
[Abstract]:At present, the continuous outbreak of environmental protection events caused widespread social concern. The "paradox of public participation" caused by the protest against the public's "capture" of government decisions can easily lead to "multiple losses" in the interests of all parties, the credibility of the government is doubtful, the democratic process has not been rebuilt, and the local development has lost precious opportunities. In the situation of pluralistic interest pattern, the rise of citizen consciousness and the crisis of credibility, the interests of the public, the local government, the market and the general public have limited space right, and their attached economic right, environmental right, The contention and collision of political power is the essence of this dilemma. In order to deal with this dilemma, the management should attach importance to the interests and power logic behind the neighboring events. "adaptive governance" is a response to the national governance capacity building, respect the existing pattern of spatial rights, and safeguard the legitimate rights and interests of all parties. The important ways to prevent and resolve the neighboring crisis.
