【摘要】：隨著我國(guó)老齡化發(fā)展進(jìn)程的不斷加快,并于2000年正式開(kāi)始邁入老齡化社會(huì),使得養(yǎng)老問(wèn)題開(kāi)始備受關(guān)注,人口老齡化的社會(huì)現(xiàn)象迫切需要面對(duì)并解決。2003年以后,廣西開(kāi)始邁入老齡化社會(huì)的狀態(tài),人口老齡化的增長(zhǎng)速度不斷加快,從而造成了養(yǎng)老服務(wù)需求量的加大,這對(duì)廣西養(yǎng)老服務(wù)業(yè)的發(fā)展提出了更高的要求,廣西養(yǎng)老服務(wù)業(yè)需要以一種速度更快、質(zhì)量更高的狀態(tài)進(jìn)行提升和發(fā)展,從而才能使老年人群日益增長(zhǎng)的養(yǎng)老服務(wù)需求得到滿足。將廣西養(yǎng)老服務(wù)業(yè)作為本文的主要研究對(duì)象,總結(jié)出廣西養(yǎng)老服務(wù)業(yè)的發(fā)展現(xiàn)狀及存在問(wèn)題,并吸取國(guó)內(nèi)外養(yǎng)老服務(wù)業(yè)的發(fā)展經(jīng)驗(yàn),對(duì)造成廣西養(yǎng)老服務(wù)業(yè)現(xiàn)狀的原因進(jìn)行深入剖析,從而為廣西養(yǎng)老服務(wù)業(yè)的發(fā)展建言獻(xiàn)策。從整體來(lái)看,本文主要由四個(gè)部分組成:第一部分,對(duì)養(yǎng)老服務(wù)業(yè)的基本領(lǐng)域范疇及理論基礎(chǔ)進(jìn)行闡明;第二部分,闡述廣西養(yǎng)老服務(wù)業(yè)的發(fā)展現(xiàn)狀及存在問(wèn)題;第三部分,對(duì)造成廣西養(yǎng)老服務(wù)業(yè)現(xiàn)狀的影響因素進(jìn)行歸納總結(jié);第四部分,針對(duì)上文所述的現(xiàn)狀及原因分析,對(duì)廣西養(yǎng)老服務(wù)業(yè)健康發(fā)展進(jìn)行建言獻(xiàn)策。具體內(nèi)容主要分為以下幾點(diǎn):第一節(jié)前言,主要進(jìn)行本文研究背景、研究意義、研究?jī)?nèi)容和研究方法等基本內(nèi)容的交代;第二節(jié),闡述廣西養(yǎng)老服務(wù)業(yè)的發(fā)展現(xiàn)狀及現(xiàn)存問(wèn)題,主要包括這些不足:老年人群養(yǎng)老服務(wù)需求低、養(yǎng)老服務(wù)現(xiàn)有供給存在局限、政策體系不完善、上級(jí)部門監(jiān)管力不夠、缺乏專業(yè)的人才隊(duì)伍、老年用品市場(chǎng)消極、缺乏系統(tǒng)化的服務(wù)評(píng)估辦法等;第三節(jié)影響廣西養(yǎng)老服務(wù)業(yè)發(fā)展的因素分析,主要從土地房屋、設(shè)施設(shè)備資金及人力資源等因素及市場(chǎng)化定位、理論研究水平的原因進(jìn)行探討;第四節(jié)推動(dòng)廣西養(yǎng)老服務(wù)業(yè)發(fā)展的對(duì)策建議,主要是從前文分析得出的廣西養(yǎng)老服務(wù)業(yè)發(fā)展現(xiàn)狀及所存在的問(wèn)題提出針對(duì)性的對(duì)策建議,以保障日益增長(zhǎng)的養(yǎng)老服務(wù)需求為研究的前提及基礎(chǔ),提出了以下幾點(diǎn)對(duì)策建議:多主體多角度對(duì)老年人群的養(yǎng)老服務(wù)消費(fèi)能力進(jìn)行提升,并提高老年人群的養(yǎng)老服務(wù)消費(fèi)意愿,多渠道發(fā)展養(yǎng)老服務(wù)業(yè)的專業(yè)人才建設(shè),豐富養(yǎng)老服務(wù)類型,并在政策層面予以保障、完善養(yǎng)老服務(wù)市場(chǎng)及老年用品市場(chǎng),提高服務(wù)及產(chǎn)品質(zhì)量水平、完善養(yǎng)老服務(wù)業(yè)的制度建設(shè)及監(jiān)督、評(píng)估獎(jiǎng)懲體系,從而加強(qiáng)對(duì)其監(jiān)管工作、以“互聯(lián)網(wǎng)+”為發(fā)展手段建立更加先進(jìn)及廣闊的養(yǎng)老服務(wù)、加強(qiáng)宣傳,營(yíng)造良好的社會(huì)養(yǎng)老服務(wù),加強(qiáng)互助養(yǎng)老。
[Abstract]:With the rapid development of aging in China and the beginning of the aging society in 2000, the problem of the aged began to be concerned, and the social phenomenon of the aging of the population needs to be urgently faced and solved after 2003. Guangxi has begun to enter the state of aging society, and the increasing rate of aging population has been accelerating, which has resulted in an increase in the demand for old-age services, which has put forward higher requirements for the development of the service industry for the aged in Guangxi. Guangxi's old-age service industry needs to be promoted and developed in a faster and higher quality condition, so as to satisfy the increasing demand for old-age service for the elderly. Taking the pension service industry in Guangxi as the main research object of this paper, the paper summarizes the present situation and existing problems of the pension service industry in Guangxi, and draws on the development experience of the pension service industry at home and abroad. The causes of the present situation of Guangxi's endowment service industry are analyzed in depth, so as to offer suggestions for the development of Guangxi's pension service industry. From the overall point of view, this paper consists of four parts: the first part, to clarify the basic field and theoretical basis of the old-age service industry; the second part, describes the current situation of the development of the pension service industry in Guangxi and the existing problems; the third part, This paper sums up the influencing factors of the present situation of the old-age service industry in Guangxi. The fourth part makes suggestions on the healthy development of the pension service industry in Guangxi based on the analysis of the present situation and the reasons mentioned above. The specific content is divided into the following points: the first section preface, mainly carries on this article research background, the research significance, the research content and the research method and so on basic content explanation; the second section, elaborates the Guangxi endowment service industry development present situation and the extant question, These shortcomings include: low demand for old-age services for the elderly, limitations in the existing supply of old-age services, imperfect policy system, inadequate supervisory power of higher authorities, lack of professional personnel, negative market for elderly articles, The third section analyzes the factors that affect the development of the service industry for the aged in Guangxi, mainly from the factors such as land, housing, facilities and equipment funds and human resources, as well as the market orientation, the reasons for the theoretical research level. In the fourth section, the countermeasures and suggestions to promote the development of the pension service industry in Guangxi are put forward, which are mainly based on the analysis of the present situation and the existing problems of the old-age service industry in Guangxi. Based on the premise and foundation of ensuring the increasing demand for old-age service, the paper puts forward the following countermeasures and suggestions: multi-agent and multi-angle to enhance the ability of the elderly to consume the old-age service. And to improve the elderly people's willingness to consume old-age services, multi-channel development of the pension service professional talent construction, enrich the types of pension services, and in the policy level to protect, improve the old-age service market and the elderly goods market, To improve the quality of services and products, to improve the institutional construction and supervision of the old-age service industry, to evaluate the system of rewards and punishments, and to strengthen the supervision of the system, so as to establish more advanced and extensive services for the aged by the "Internet" as a means of development. Strengthen propaganda, build good social endowment service, strengthen mutual support for the aged.
